Supporting Ukraine in the implementation of the Paris Agreement and Adaptation to the impact of climate change in the Black Sea region (PAABS)

The project supports Ukraine in implementing the Paris Agreement by enabling Ukraine to transition to low carbon pathways and building a climate resilient future. It strengthens the Ministry of Environmental Protection and Natural Resources of Ukraine to plan, deliver and monitor the respective transformational change. Data and analytical work are provided to relevant target groups for evidence-based decision making and developing long-term net-zero greenhouse gas emission strategies. Data-based sectoral CO2 reduction and pollutant reduction strategies for high emitting industries supported by the project demonstrate the economic benefits of investing in decarbonisation. The project pursues a systematic approach towards adaptation in the water sector including the access to finance and supports local authorities to mainstream adaptation into local development planning. Good practices and methodologies are developed and disseminated for uptake across Ukraine and Black Sea countries.

State of implementation/results

  • Ukraine's pavilion at the 29th UN Climate Change Conference, held in Baku from November 11 to 24, 2024, was financially supported by the project. Link in english: cop.ukrainian-climate-office.org
  • Project experts contracted by GIZ began preparing the 2024 Biannual Transparency Report (BTR) at the beginning of 2025. A presentation and a written summary of the main findings will make the results available to a broad public, and key information will be communicated clearly and comprehensibly.
  • The project is being implemented by a consortium of seven international and Ukrainian organizations and coordinated by GIZ.
