Towards 100% renewable energy cities and regions for climate change mitigation
The use of renewable energies (RE) as well as achieving local improvements to energy efficiency are both key aspects of climate change mitigation. The project supported cities and regions in partner countries in efforts to develop strategies for sourcing 100 percent of their energy needs from renewables. It was also helping relevant stakeholders to engage in the deployment of renewable energy sources and assessed local potential for renewables, created implementation models and helped promising projects to raise financing. The project also initiated a dialogue between the various levels of government, strengthened expertise in the renewables field and encouraged the development of suitable framework at the national, regional and local level. In this way, the project promoted the expansion of renewables energies and improved energy efficiency.

- Argentina:
- The Roadmap for Avellaneda was released in June 2024. The mayor of Avellaneda, Gonzalo Braidot, presented the Roadmap at the ICLEI World Congress in São Paulo, with participation from the Rosario PIT. To additionally support the networking cities, Rosario, and La Plata’s respective roadmaps were also developed and launched.
- The development of the bankable project 'Avellaneda Solar Park' was concluded in May with a Business Matchmaking Event in Santa Fe, during which the project was presented to potential funders.
- The National Policy Recommendations for Argentina were released in Jun 2024.
- Two case studies featuring Avellaneda, on “Local 100% Renewables Roadmap Development” and “Bankable Solar Project Development”, were released in Aug 2024.
- Local policy recommendation towards a 100% renewable energy transition in Avellaneda were released in August 2024.
- A virtual training on "Green Finance" was held by ICLEI Argentina and ICLEI South America on August 27th. Project cities attended the training.
- Avellaneda and Rosario Project Implementation Team (PIT) members participated in COP28 events, emphasizing energy efficiency, renewables, and the need for a just transition.
- A training for project cities on the "Elaboration of Bankable Projects" was held on 5 Mar 2024.
- Indonesia:
- A business matchmaking event for a rooftop PV project in Puskesmas Karang Taliwang was held in Jakarta on 5 Jun 2024, attended by 49 participants, including business entities and financial institutions.
- A Capacity-building workshop on designing, developing and financing solar PV projects was held on 21-22 Aug in Mataram, targeting 45 participants including WNT Officials, PIT members and local stakeholders.
- The 100% Renewables Roadmap for West Nusa Tenggara (Bahasa) was released in Jun 2024.
- A public consultation for the West Nusa Tenggara (WNT/NTB) 100% RE Roadmap was conducted on 21 Feb 2024. The acting governor of WNT delivered the keynote speech.
- A National Advisory Group (NAG) Meeting was held in Jakarta to gather input on WNT’s 100% RE Roadmap. Relevant stakeholders, including from the Ministry of Energy & Mineral Resources, Ministry of Environment & Forestry, Ministry of Industry, Perusahaan Listrik Negara (PLN), National Energy Council (DEN), renewable energy associations, and NGOs/CSOs, participated.
- A training session on ‘Developing and Planning Renewable Energy Projects’ took place on 20 Feb 2024 in Mataram City with around 50 participants.
- A presentation on potential business models and economic analysis of the bankable project at the Karang Taliwang Public Health Centre was held on 22 Feb 2024, attended by around 30 relevant local stakeholders. A site visit was also conducted.
- Kenya:
- At the business matchmaking event held on 29-31 Jul 2024, Kisumu County officials met with the potential funders in Nairobi to present the Energy project for County hospitals.
- The Roadmap for Kisumu County was officially launched in Kisumu, Kenya on 1 Aug 2024 by the Governor of Kisumu County.
- The Roadmap and accompanying local policy recommendations were released in Jun 2024.
- Trainings on “Climate Finance and Project Preparation” (Sep 2023) and “Energy Efficiency and Energy Management” (Nov 2023) were held in Kisumu for county staff with a guest county, Homa Bay, in attendance. The Kenyan Investment Authority (KenInvest) also supported this event.
- The 100%RE project and the Covenant of Mayors in sub-Saharan Africa (CoM SSA) jointly organized an online training on ‘Mainstreaming Gender in Renewable Energy Action Planning’ on 28 Sep 2023.
- Following the preparation of concept notes at the Climate Finance workshop, Kisumu delegates met with potential funders to present the County’s projects.
- An in-person National Project Advisory Group meeting was held in Nairobi on 28 Sep 2023.
- Global:
- A global launch was held for the three 100% Renewables Roadmaps for the deep-dive cities and regions (Avellaneda, Argentina; West Nusa Tenggara Province, Indonesia; Kisumu County, Kenya) at the ICLEI World Congress in Sao Paulo on 19 Jun 2024. ICLEI Secretary General Gino Van Begin and Executive Director of ICLEI Argentina Maria Julia Reyna gave keynote remarks.
- A number of knowledge products have been released, including a package of policy recommendations available publicly for other interested cities and regions, a Solutions Package with detailed information on sustainable energy solutions, and a decision-making tool for bioenergy.
- Energy Exchanges Season 1 was completed with 3 additional exchanges on urban cooling, using wastewater for heating/cooling, and innovative project financing mechanisms.
- Project results and benefits of 100% renewable energy were highlighted at various side events at COP28.
