Transformative Actions for Climate and Ecological Protection and Development (TRANSCEND)

The Philippines remain highly vulnerable to climate change impacts and biodivserity loss. TRANSCEND focusses on integrated adaptation, mitigation and biodiversity solutions in three landscapes in the Philippines. In a whole-of-society approach the project is piloting a transition process to a climate resilient, low carbon and biodiversity friendly society. It works across all levels of government to ensure decision making takes place as close as possible to the target population. Partnerships between government, private sector and civil society enhance actions to reach international climate change and biodiversity commitments. Community based conservation and planning will lead to larger natural carbon sinks and more resilient local government units. Innovative technology and seed funding for private sector investments accelerate the transition to a low-carbon economy, while decision support systems across all levels of government improve policies and climate finance.

State of implementation/results

  • The project was recently launched and convened its first Project Steering Committee meeting in January 2025, co-chaired by the Climate Change Commission and the Department of Environment and Natural Resources.
  • The 7th IKI Networking Workshop brought together over 14 IKI-implementing organizations, civil society, government and IKI representatives from BMWK and BMUV. Key topics were the updated Philippine’s Energy Plan, the revision of the Philippines Biodiversity Strategy and Action Plan and the updating and implementing of the Nationally Determined Contributions (NDC). A panel focused on the importance to link climate and biodiversity policies.
  • The project supports the updating of the Philippine’s NDC in the transport sector. Through a workshop co-organized by the Department of Transportation and the Climate Change Commission, 120 stakeholder revisited previous commitments, tracked the status of ongoing initiatives and explored opportunities for scaling them up.
