Support to Viet Nam for the Implementation of the Paris Agreement II

With its long coastline and deltas, Viet Nam is extremely vulnerable to climate change and thus pursues ambitious climate policy. At the UN Climate Conference 2021, the country announced that it would become climate-neutral by 2050 with international support. The project supports the Vietnamese Ministry of the Environment in implementing the National Climate Strategy, the first cross-sectoral strategy to achieve a net-zero emissions target by 2050, as well as in implementing the National Biodiversity Action Plan. The Ministry of Transport will receive support on decarbonizing freight transport while the Ministry of Agriculture alongside two provinces will receive support to expand ecosystem-based adaptation measures. The interdisciplinary approach to project implementation with a focus on ambitious climate policy can positively encourage other countries in the region to pursue their own climate goals.

State of implementation/results

  • The IKI Networking Workshops in 2023, 2024 and October 2025 convened representatives from BMUKN, BMWE, Vietnamese partner ministries, and IKI projects. In 2023, the event fostered dialogue on the IKI Strategy, the upcoming COP28, and the Global Stocktake. In 2024 on Economic Instruments for Climate Action and Biodiversity Protection. In 2025, the green transformation of the private sectors was the focus.
  • A concept developed for further e-mobility development in Viet Nam was directly taken up into the Resource Mobilization Plan for the Just Energy Transition Partnership in November 2023.
  • Project support enabled the Vietnamese delegation from COP28 to COP30 to effectively communicate the country's climate change efforts. This included among others a successful side event on "Nature-based solutions: achieving climate targets and sustainable agriculture in Viet Nam" held on December 10, 2023, in Dubai.
  • In May 2024 and 2025, the project supported the National Biodiversity Conservation Agency in hosting the International Biodiversity Day celebrations in Viet Nam, in 2024 by conducting a multi-stakeholder workshop in Hoi An, around the implementation of the National Biodiversity Strategy in Viet Nam. In 2025 it was held in Cuc Phuong National Park.
  • During the revision of Viet Nam’s decree 06 on GHG Emission Reduction and Ozone Layer Protection the project provided support the consultation process and technical reports on GHG inventories and MRV, the Emission Trading System and on carbon credit exchanges under Article 6.
  • In February 2026, the Prime Minister approved the emission allowances under the domestic ETS in the thermal power, iron and steel, and cement sectors, building on support by the project and accounting for around 40% of national GHG emissions.
  • In collaboration with the “Vietnamese - German Energy Partnership continued the support of two Energy Efficiency and Climate Action Clubs by helping members to prepare for the national carbon market.
  • Supported the delivery of NDC 3.0 through a detailed implementation stocktake and the modeling of sectoral mitigation measures for Energy, IPPU (industrial processes and product use), Agriculture, and LULUCF (land use, land-use change and forestry) in close coordination with UNDP and ADB.
  • In the province Quang Tri, supported the mainstreaming of Nature-based Solutions for Adaptation in the Climate Change Response Action Plan 2025-2030.
  • The knowledge exchange and cooperation among the IKI community in Viet Nam was fostered through regular IKI implementer meetings in Hanoi on topics such as Biodiversity, NDC 3.0, Climate Finance, Energy Transition, Carbon Markets, COP results and Adaptation. Trainings on communication and gender provided further opportunities for exchange.
