Training Programme Think Tanks Energy & Climate
Accelerating the transition to decarbonized power systems and industrial sectors is critical to achieving global climate neutrality. This is especially urgent in emerging and developing economies, where emissions are expected to grow significantly alongside economic development. Local think tanks and civil society actors are key to this shift but often lack skills and influence. Strengthening their role helps shape smarter policies and drive a fair, low-carbon transformation in power and industry. This project supports that by training professionals – with a special focus on women – from think tanks and civil society organisations in Latin America, Southeast Asia and beyond. They gain skills to develop practical, evidence-based solutions, shape public debate and support climate-friendly policies. Through regional partnerships, co-development and a global network, the project empowers local voices to drive change for a just and sustainable transformation.

State of implementation/results
- The project:
- Strengthens think tanks and civil society organisations (CSOs) in developing and emerging economies, particularly in Latin America and Southeast Asia, through targeted capacity building. The aim is to enable them to make evidence-based contributions to policy debates and support a just and sustainable energy transition.
- Supports professionals from think tanks and civil society organisations in Latin America (LATAM), Southeast Asia and beyond in strengthening their role in shaping climate and energy policies.
- Global: Agora Think Tanks gGmbH coordinates the learning and exchange formats. In Latin America, activities are implemented by the E+ Energy Transition Institute. In Southeast Asia, implementation takes place in collaboration with the Agora Office in Bangkok and regional partners such as the ASEAN Centre for Energy (ACE).
- Builds a global network of participants and partner organisations to foster long-term cooperation and knowledge exchange on climate-friendly energy systems and industrial transformation.
- As of 08/2026, the project has implemented the following activities:
- LATAM Train-the-Trainer: Three-day regional Train-the-Trainer format held in April 2026 in São Paulo, Brazil, with 17 participants from six organisations in Brazil, Colombia and Argentina.
- CSO Dialogue – Futures Literacy Lab: One-day regional dialogue format held in 2026 in Brazil, with 17 participants from Brazil, Colombia and Argentina.
- The following activities are currently under preparation:
- Global: Recruitment and planning for the global Train-the-Trainer, scheduled for Q4 2026 in Berlin, as well as the development of the first global technical in-person training on industrial transformation, planned for Q1 2027 in Berlin.
- Latin America: Development of the first technical training for participants from Latin America, planned for Q1 2027 in Brazil.
- Southeast Asia: Development of the first knowledge exchange format in cooperation with the ASEAN Centre for Energy (ACE), provisionally planned for Q1 2027.
