From Vision to Implementation: Lessons Learned from Türkiye's National Cooling Action Plan and Regional Cooling Initiatives
Türkiye has recently developed its National Cooling Action Plan (NCAP), providing a strategic framework to accelerate the transition to energy-efficient cooling technologies and natural refrigerants while supporting implementation of the Kigali Amendment, climate resilience, and decarbonisation objectives.
This side event will present Türkiye’s experience in developing its first NCAP, highlighting key findings, priority intervention areas, and lessons learned for translating cooling strategies into concrete implementation. It will also showcase regional experiences from the Cool Up programme and explore how countries can move from planning to action through effective policies, financing, capacity building, and stakeholder engagement.
The NCAP identifies opportunities across buildings, cold chains, industry, and policy frameworks, while promoting innovation, sustainable procurement, digitalisation, energy efficiency, awareness raising, and workforce development. Strong emphasis is placed on capacity building, gender mainstreaming, and youth inclusion, supported by collaboration between government, the private sector, and civil society.
As Türkiye’s first plan addressing both refrigerant-related and energy-related emissions, the NCAP supports implementation of the Kigali Amendment and national climate commitments. The session will also highlight Türkiye’s planned 14.4% reduction in HFC baseline consumption by 2029, exceeding Kigali Implementation Plan targets and demonstrating leadership in sustainable cooling.
