Mitigation Action Facility Call for Projects 2025 and Networking Event at COP29

Background

Decarbonising the energy, industry, and transport sectors is crucial for mitigating climate change and meeting national and global sustainability goals. These priority sectors hold tremendous potential for innovation and transformation due to their significant contribution to greenhouse gas (GHG) emissions accounting for 67% of total global GHG emissions as of 2021. Transitioning to low-carbon alternatives presents both challenges and opportunities, from advancing technology and infrastructure to reshaping policies and economic models.

It is in this spirit that the Mitigation Action Facility avails funding for ambitious, scalable, replicable and sector-wide solutions that enable partner countries to meet their climate goals for the three priority sectors in line with their Nationally Determined Contributions (NDCs). The projects supported by MAF operate in OECD DAC eligible countries.

Following the conclusion of the first Global Stocktake (GST) at COP28 in 2023, it has been confirmed that countries are not on track to meet the goals of the Paris Agreement. Consequently, the next phase of developing more ambitious and actionable NDCs, known as "NDCs 3.0," will shape climate commitments moving forward and play a critical role in this decisive decade.

With the deadline for NDC 3.0 updates fast approaching in February 2025 (9 months ahead of COP30 in Belém) this process is gaining significant momentum. In response, the Donors of the MAF are launching the Call for Projects 2025, providing applicants an opportunity to submit project proposals aligned with their country’s planned or updated NDCs, and where available, respective NDC “investment plans”, within the framework of the NDC 3.0 initiative.

The Mitigation Action Facility operates through an annual Call for Projects cycle. The deadline for submitting MAF project concepts under the Call for Projects 2025 will occur before the expected submission of the NDC updates. Therefore, project concepts shall shape a general approach, with the full project strategy to be detailed in the project outline and during the DPP phase if the project is selected. A total of up to EUR 100 million is available to support climate action under the Call for Projects 2025.
