BMUB supports emissions trading in China

The Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety supports China with the introduction of a national emissions trading system.

The Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety supports China with the introduction of a national emissions trading system. Key aspects are legal assistance as well as education and training measures for employees in administration and industry. Federal Environment Minister Barbara Hendricks visited the Shanghai Environment Energy Exchange during her China trip today. Shanghai is one of the pilot regions for emissions trading in China. 

Hendricks: “The introduction of a nationwide emissions trading system in China starting in 2017 is a milestone for climate protection. I am pleased to be able to share our experiences with China. Emissions trading offers great chances for the achievement of our climate goals at the lowest possible cost. The more countries are taking part, the better.”

Since 2013, the instrument of emissions trading is tested in seven pilot regions in China. Altogether, these pilot regions cover 1.2 billion tonnes of CO2 emissions and thereby almost compare to the European Union emissions trading system with 1.8 billion tonnes of CO2.  

In 2017, China wants to introduce its national emissions trading system that will include 10,000 companies from eight sectors: energy, petroleum processing, chemical industry, glass and ceramics, steel, nonferrous metals, paper, and air traffic. Their estimated emissions range around 4 billion tonnes of CO2. This will result in the worldwide largest emissions trading system arising in China. 

BMUB’s IKI supports this development since 2012. The IKI project with a total volume of EUR 5.5 million is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) together with the National Development and Reform Commission (NDRC) in China. Workshops, expert consultations, study trips to Germany and visits to the German Emissions Trading Authority are organized.
