Driving Climate Action in Transport

The Mitigation Action Facility’s transport projects deliver breakthroughs in clean mobility, unlocking millions in private investment for zero-emission transport worldwide.

The Mitigation Action Facility is delivering technical and financial breakthroughs in zero-emission transport, thereby supporting partner countries to meet their Nationally Determined Contributions (NDCs) under the Paris Agreement. By combining targeted technical cooperation with catalytic financing, the Mitigation Action Facility enables governments to implement ambitious climate measures while mobilising substantial private sector resources.

With a current transport portfolio worth over EUR 67 million across six projects, the Mitigation Action Facility is catalysing systemic changes in mobility systems – from electric vehicle (EV) deployment to sustainable urban transport planning – while building capacity and attracting private sector investment. Four projects in Kenya, Rwanda, Cabo Verde, and Nepal are already in implementation, with two more in Pakistan and Brazil in preparation (Detailed Preparation Phase, DPP). 

Electric vehicles in Cabo Verde reduce greenhouse gas emissions

In Cabo Verde, the Promotion of Electric Mobility (Cabo Verde Electric Vehicles, ProMEC) project, due for completion in late 2025, showcases the technical transformation that Mitigation Action Facility support can achieve. The facility has deployed 50 EVs in public institutions, installed 44 public charging points, and trained over 400 technicians and drivers. The project has already achieved an 8% share of electric vehicles in the national fleet, thus exceeding its target of 5% and cutting over 500 tonnes of CO2 annually as well as laying the groundwork for a nationwide shift to e-mobility.

Financial leverage accelerates the introduction of clean mobility in Kenya

In Kenya, the E-Mobility for two- and three-wheelers project shows the Mitigation Action Facility’s financial leverage in action. With an expected eightfold private sector investment multiplier, the project is set to mobilise EUR 60.8 million – EUR 52.8 million for large-scale deployment of electric 2- and 3-wheelers and EUR 8 million for local manufacturing and assembly. This investment will create green jobs, expand market opportunities, and accelerate clean mobility adoption across three countries.

Stakeholder workshop: sharing experiences, discussing solutions

At the June 2025 Mitigation Action Facility Transport Workshop in Nairobi, more than 40 stakeholders from Africa, Latin America, and Asia exchanged experiences and solutions for low-emission transport. Participants agreed that strong political leadership, targeted capacity building, and early investment are essential to replicating successes like those in Cabo Verde.

IKI support to the Mitigation Action Facility

The Mitigation Action Facility – a multi-donor programme – provides technical assistance and funding to help implement ambitious mitigation actions. It drives decarbonisation in sectors such as energy, transport, and industry. One of its core donors is the German Federal Government, which channels support via the International Climate Initiative (IKI).
