Mobilizing Investments for Climate Goals Together: NDC Clinics for Africa and Asia-Pacific
With the support of the International Climate Initiative (IKI), countries are supported in developing investment plans for the implementation of their Nationally Determined Contributions (NDCs).
In September, three regional NDC Clinics focusing on investment planning for NDCs were held. The aim of these events was to support representatives from environment and finance ministries in planning and mobilizing climate finance – particularly for the implementation of their updated NDCs.
Three Events, Two Regions, One Goal
At the start of Africa Climate Week, representatives of Anglophone African countries met in Addis Ababa, Ethiopia. Francophone African countries met at the end of the week. An event for the Asia-Pacific region was held in Bangkok, Thailand.
In total, representatives from 86 countries participated. Each country was invited to send two delegates: NDC coordinators, primarily from environment ministries, and a climate finance expert, mainly from finance ministries.
Exchange, Best Practices, and Concrete Next Steps
Each two-day workshop focused on peer exchange, country case studies, and interactive working sessions. Guided by international experts, participants worked on concrete priorities and next steps for investment planning in their respective countries.
A special emphasis was placed on cooperation with financial institutions and the private sector. Participants discussed, among other topics, how to develop investment-ready project portfolios and how to practically implement financing approaches after NDC submission.
The Paris Agreement requires NDCs to be updated in 2025. Some countries have already submitted updated NDCs to the UNFCCC Secretariat, while many others plan to publish their new NDCs by the COP30 international climate conference in Belém, Brazil.
Shaping NDC implementation together
The NDC Clinics have clearly demonstrated that the path from ambitious climate targets to actual implementation depends on close collaboration between environment and finance ministries, well-structured project development, and targeted involvement of capital providers – both public and private.
These formats not only strengthen technical knowledge but also foster regional cooperation and mutual learning – key elements for an effective global climate policy.
The IKI provided financial support for the organisation of the events. The dialogue formats were organised by many organisations, including the implementing organisations Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the UN Environment Programme (UNEP) of the IKI projects SPA and NDC Action. Both projects aim to support countries in planning and implementing their NDCs.
