Support Project for the Implementation of the Paris Agreement (SPA)
In the context of the Paris Agreement, member states must submit, review, update and report on their Nationally Determined Contributions (NDCs) in a transparency framework (ETF). The project strengthens several initiatives (co-)founded in the IKI, including the NDC Partnership, the Partnership on Transparency in the Paris Agreement (PATPA) and until the beginning of 2022 the Low Emission Development Strategies Global Partnership (LEDS GP), now Global Climate Action Partnership (GCAP). A cooperation with GCAP remains in place. The project advises partner countries on the implementation and update of the NDCs, Long-Term Strategies (LTS) and ETF implementation. Furthermore, it offers platforms for policy dialogue and mutual learning between countries and supports the development of skills and disseminates climate policy knowledge and case studies for climate policy implementation. Against the background of a feminist (climate) foreign policy, it supports the strengthening of gender equality.

State of implementation/results

- NDC Partnership:
- Support of the design and implementation of three regional NDC Clinics aimed at strengthening investment planning for the implementation of 2035 NDCs. The events for anglophone and francophone African countries and the Asia-Pacific region convened representatives from governments, environment and finance ministries, financial institutions, and the private sector, and supported the identification of investment needs as well as the development of viable financing approaches for NDC implementation (www.international-climate-initiative.com/…).
- Participation in the NDC Partnership’s “Youth Engagement Thematic Partner Discussion,” with key findings and reflections feeding into the “Youth Engagement Insight Brief” published in June 2025 (ndcpartnership.org/…).
- Partnership on Transparency in the Paris Agreement (PATPA):
- 12th Annual Partnership Retreat (APR) in Bangkok, Thailand, from 28 August to 02 September As the partnership’s overarching strategic forum, the APR brought together 85 participants from 37 industrialised, emerging, and developing countries. Discussions focused in particular on cross-cutting experiences with the first BTRs, overarching issues related to the applicable guidelines, and initial considerations for the future development of the transparency framework (transparency-partnership.net/…).
- Organisation of regional group meetings, most recently a meeting of the Anglophone African Regional Group with more than 40 participants in July in Lagos, Nigeria (www.transparency-partnership.net/…).
- In April 2024 a workshop on “Transparent and Measurable NDCs to Foster Climate Investment” was held in Brasília, Brazil, in cooperation with UNDP Climate Promise. In parallel, the Francophone Regional Group met in Saly, Senegal, for a workshop on GHG projections, NDC tracking, and reporting under the Biennial Transparency Reports (BTRs), with a focus on capacity building and climate finance.
- The Climate Helpdesk offers partner countries fast and unbureaucratic advice on NDCs and transparency. So far, the team has processed inquiries from over 30 countries.
- Country packages:
- Under the NDC Partnership’s Global Call, the project supports eleven partner countries until mid-2026 in revising and/or developing their NDCs and/or long-term strategies (LTS). Support activities in Costa Rica, El Salvador, and Kenya (each in the context of NDC updates) were successfully completed. Further activities are ongoing in Argentina (analyses for the NDC update process), Nigeria (net-zero investment plan), Uganda (private-sector engagement in NDC implementation), Colombia (analyses for NDC investment plans), Mongolia and South Africa (NDC updates and investment planning), as well as in Mauritania and Thailand for the LTS development and update.
- Selected events:
- Following the Global NDC Conferences in 2017, 2019, and 2023, the fourth edition was held from 11.06.2025 to 13.06.2025. Co-organized with international partners, the event brought together around 350 participants from more than 60 countries and provided a key platform for exchange on financing, implementation approaches, and ambition-raising of NDCs (www.globalndcconference.org
