Climate friendly technologies and capacity development for the implementation of the Brazilian National Waste Policy (ProteGEER)

Although Brazil established a progressive waste policy in 2010, greenhouse gas emissions are still increasing in the waste sector. The project therefore aimed to improve the conditions in this sector with the aim of exploiting the climate protection potential. To this end, climate-relevant criteria were integrated into the regulations, rules, laws, etc., enacted by the ministries. Municipal and private sector employees were also given training and decision-making support instruments were provided for the municipalities to help them plan and implement waste management measures that impact on climate protection (‘capacity development’). The project supported the integration of climate-friendly waste management measures into study courses and the establishment of a German-Brazilian research and advisory network. In this way it helped to firmly anchor a sustainable, climate-friendly and innovative waste policy.

State of implementation/results

  • Project completed.
  • Itacaré, with the support of the project, closes its 30-year-old landfill on August 25. On that day, a sorting and eco-business center and the transfer station were also inaugurated. 25 families of garbage collectors were directly supported. (www.gov.br/…)
  • From July 25-27, an event with 120 participants was held in Itacaré for exchanges between regional universities and to present the project results from Pará.
  • In June 2022, two more distance learning courses on sustainable waste management were launched. 844 people (53% of them women) have been certified since 2021. The courses are the main training tool of the Ministry of Regional Development (MDR) to support municipalities in implementing sustainable waste management. (www.gov.br/… /)
  • Two blocks of the training course for multipliers from the municipalities were conducted online and presentationally with the support of UFPA (04-09 April and 09-13 May). 190 people (42% women) from 57 communities (37% from the northern region) received the corresponding certificate.   • 12 municipalities in Pará are already applying the tools of the Toolbox to improve waste management.
  • The virtual network organizes online trainings for teachers and postgraduates. All contributions and trainings on the tools of the Toolbox are available on Youtube.
  • On April 14, the network hosted a workshop on collaboration between academia and the private sector. (youtu.be/…)
  • In March 2022, the project page of the Ministry for Regional Development was updated, facilitating the dissemination of Toolbox instruments and videos.
  • From March 17-18, the project supported presentations, workshops, and a technical exchange at the Cirsol conference. CREED also participated in the event.
  • With the support of UFPA, in November 2021, representatives of eleven municipalities from the state of Pará were further trained on landfill closure, technology combinations and their costs, and implementation of waste tariffs. (protegeer.gov.br/…)

  • From May to November 2021, the National Secretariat for Urban Water and Solid Waste Management (SNS) sponsored 12 events in all five major regions of the country to present the tools in the Toolbox for Sustainable Waste Management.
  • From May 2017 to August 2022, ProteGEEr, in cooperation with seven states (Bahia, Pará, Ceará, Pernambuco, Mato Grosso, Distrito Federal and Minas Gerais), supported a total of 46 municipalities with more than 9,000,000 inhabitants that generate more than 2,000,000 tons of waste annually. Four open landfills were closed and more than 300 waste management professionals were trained. The results with the pilot projects were published in the form of a publication, as well as a video.
