Global Partnership for Sustainable and Resilient Landscapes (PROGREEN)

Intact ecosystems are critical for both climate change mitigation and adaptation. They provide critical habitat for a rich diversity of species and essential services that sustain human livelihood. But the world’s ecosystems are under significant threat and land degradation continues to spread and threaten key ecosystems services. The project is a global mechanism to support global goals and commitments on forests and terrestrial ecosystems conservation, restoration and sustainable use. It is designed as a multi-donor trust fund that supports countries to achieve national development goals and global commitments on climate change, biodiversity and ecosystem restoration. The IKI contribution aims to maintain and improve ecosystem services in resilient production and conservation landscapes in Brazil. The expected outcome is the facilitation of a large-scale forest landscape restoration program of critical lands located in the larger Amazon Forest and Cerrado biomes.

State of implementation/results

  • On December 8, 2023, the Federal Foreign Minister of Germany Annalena Baerbock and the Minister of the Environment and Climate Change of Brazil Marina Silva launched the new cooperation on bioeconomy, forest protection and restoration of forest ecosystems in the Amazon and Cerrado.
  • The cooperation will be implemented through the Global Partnership for Sustainable and Resilient Landscapes (PROGREEN) Multi-Donor Trust Fund of the World Bank to allow other partners to join and enable private finance mobilisation in conjunction with other World Bank programmes.
  • PROGREEN has cumulatively enhanced conservation or management of nearly two million hectares of land.
  • As of June 30, 2025, PROGREEN programs have informed more than 60 policies, plans and regulations; produced over 300 knowledge products, developed around 100 tools, and conducted more than 600 capacity-building events.
  • The trust fund was extended to 2031 in Paris in June 2025, securing long-term implementation and scaling of landscape management interventions.
  • PROGREEN expanded collaboration with PROBLUE and the Global Program on Sustainability to deliver integrated “ridge-to-reef” solutions.
  • In Brazil, studies on carbon finance, private capital mobilization and benefit-sharing for Indigenous Peoples informed a new investment program for bioeconomy, forest restoration and climate-smart agriculture, as well as the Brazil Climate Finance Project.
  • In Brazil, a knowledge program improved rural credit delivery for sociobioeconomy value chains, including a diagnostic of Banco do Brasil credit agents and a training plan for “Agentes SocioBio” in the Amazon and Cerrado.
  • PROGREEN supported development of an Amazon Reforestation Outcome Bond in Brazil, designed to provide up-front financing for large-scale reforestation in the Amazon.
