Implementing Strategies for Regional Transitions to Low-Emissions Rural Development in Indonesia, Peru, Mexico, Colombia and Kenya

Unsustainable forms of land use contribute to climate change and lead to a decline in biodiversity. This evolution especially affects the tropical forests of the earth. The project supported the transition towards low-emission rural development in five partner countries in which tropical forests are predominant. At the sub-national level, and together with local NGOs of the Sustainable Tropics Alliance, it bundled and harmonised rural development state strategies and private industry initiatives along the most essential value chains, orienting them on forest protection goals. Besides, processes and structures were established to enable effective implementation, and a paradigm shift from a ‘project-based’ approach to a ‘jurisdictional‘ approach was supported. The project partners included prominent figures in national and international climate dialogues who contributed to the dissemination of the project results.

State of implementation/results

  • Project completed.
  • In the partner countries, the approach complements the IKI portfolio on REDD+ strategies/policies with a special focus on subnational and provincial levels.

    Peru:
    • The General Directorate of Climate Change presented its 2019 workplan on REDD+, which includes generating the enabling conditions for implementing the NDC.
    Colombia:
    • A provisionary platform for monitoring forest cover, deforestation, land use, threats to indigenous lands, and progress on the Low-Emission Rural Development (LED-R) Action Plan has been developed.
    Indonesia:
    • Draft subnational forest reference emission levels (FRELs) for Central Kalimantan and West Papua were developed.
    Mexico:
    • Two sites in Chiapas (comprising 120.000 ha) were selected for community monitoring in the context of protected natural areas.
    Kenya:
    • The project has contributed to the adoption of new goals, laws, strategies, and plans in the country.
