NDC Act & Invest

The project provides technical assistance to countries for the planning and implementation of their third generation of the National Determined Contribution (NDC 3.0) process. This will be done through three different workstreams. At the international and regional level, scientific research, assessments and reports the project produces reports to assist countries to raise their climate ambition with evidenced-based information and guidance. To support planning and target setting at national and sub-national levels, the project develops and pilot a methodology/framework to integrate NDC process with other development planning instruments (e.g. in biodiversity, energy, adaptation). To ensure NDC 3.0 targets can be financed and therefore achieved, the project also provides in-depth assessment of the financial needs and gaps, sectoral assessment and pathways as well as tailored assistance in the development of investment plans, project pipelines as well as needed capacity building.

State of implementation/results

  • Workstream 1: UNEP’s Emissions Gap Report (EGR) 2025 was published and launched on 4 November 2025 ahead of the UN climate negotiations and assesses the gap between current national climate pledges (NDCs) and the emissions reductions needed to meet the Paris Agreement temperature goals. The report warns that existing commitments remain insufficient to limit warming to 1.5°C and calls for significantly stronger and faster mitigation efforts. Its findings were presented in the context of the annual UN climate conference discussions. The EGR can be accessed here: www.unep.org/…
  • Workstream 2: The project is prioritizing practical tools and pilots. Drawing lessons from country experiences such as Colombia’s coordinated NDC-LTS approach and Costa Rica’s vertical integration mechanisms, UNEP will pilot the new methodologies in selected partner countries to validate their applicability. These pilots will test alignment between mitigation and adaptation strategies, integration with national budgets, and mechanisms for engaging the private sector, areas flagged as underdeveloped in the mapping.
  • Workstream 3: Exchanges have started with the political partners in Costa Rica, Kenya, Morocco, Nigeria, Thailand and Türkiye to identify suitable areas where NDC Act & Invest can offer support. In addition, the project offers its expertise to Requests for Support (RfS) under the NDC Partnership from Costa Rica, Kenya, Mexico, Morocco, Peru, Senegal and Tanzania.
