Promoting low-carbon and climate resilient development pathways for Argentina (ProCLIM-AR)
Argentina needs support towards a low-carbon, climate-resilient economy transformation. The project is collaborating with Argentina to enhance its policy framework and strengthen capacities of key sectors of the government, the private sector and civil society. This includes implementing Forest Landscape Restoration (FLR) plans to restore ecological functionality and boost the productive capacity of forest landscapes, promoting sustainable consumption and production through resource efficiency in the construction and metal industries, implementing adaptation and mitigation measures in the transport sector, and strengthening climate policies and improving access to climate finance.

State of implementation/results
- ProCLIM-AR now implements activities in the following pilot provinces: Misiones, Chubut, Santa Fé, Córdoba, Buenos Aires, Catamarca, Chaco, Entre Rios, Jujuy, La Rioja, Mendoza, Neuquén, Río Negro, Salta, San Juan, San Luis, Santa Cruz, Santiago del Estero, and Tierra del Fuego.
- 1 Forest Landscape Restoration (FLR): In Chubut, the intervention area consists of a total of 42,176 hectares. A baseline has been prepared to evaluate the province's ongoing restoration measures on 1,162 hectares and to provide information on necessary adjustments to the FLR plan. 15,000 seedlings of Cordillera cypress (Austrocedrus chilensis) are being cultivated, and by supporting the nursery operated by the Secretariat of Forests the cultivation of 30,000 Coihue seedlings (Nothofagus dombeyi) has been initiated for the 2025/2026 restoration campaign. In Misiones, the intervention area will be the ‘Green Corridor (determined by Law XVI N°60). For both prioritized sites in the two provinces, the first stage of the consultation process with key local stakeholders has been completed, a concept note of the FLR Plan has been developed, and a process of Free and Prior Informed Consent (FPIC) with indigenous communities has been initiated.
- Development of FLR guidelines has begun, including (i) a catalogue of FLR best practices; (ii) a FLR planning methodology manual; and (iii) a proposal for FLR regulations for each of Argentina's seven forest regions.
- Resource Efficiency: ProCLIM-AR´s work was launched on 22/02/2024 at the Argentinean Federation of Metallurgical Industry (ADIMRA). ProCLIM-AR identified four metallurgical subsectors for pilot cases: automotive parts, farm machinery, trailers and semi-trailers, and household appliances. Studies on the resource efficiency potential of these subsectors have been completed. This includes quantifying the costs and benefits of implementing resource efficiency measures and estimating GHG emission reductions.
- Studies have also been initiated to develop a technical standard for adding minerals to cement to reduce the clinker factor and thereby GHG emissions. A technical standard to enable foundry sands to be used as secondary raw material in the building sector is also being developed. A platform to register production volume and calculate GHG emissions for the lime sector is being developed to improve the quality of information included in the national GHG emissions inventory. ADIMRA is also developing a GHG emissions calculator for the metallurgical industry, accompanied by a course on emissions calculation.
- Capacity building has advanced with the launch of an online Industrial Resource Efficiency course on the Ministry of Economy’s CAPACITAR platform, as well as in-person courses targeting companies, university professors and researchers in the provinces of Santa Fe and Buenos Aires. A study on digitalisation in the four abovementioned prioritized metallurgical subsectors is ongoing. Programmes and content for a diploma in resource efficiency and a train-the-trainers course in resource efficiency have been developed. The latter will be implemented in collaboration with the Argentinean Building Association (CAMARCO) and the Building Workers' Union (UOCRA). Potential studies on green jobs and gender for resource efficiency were initiated.
- Through a study trip to Germany in 11/2024 together with the IKI project GET 4.0, ProClimAR strengthened the capacities of representatives of the national and provincial governments, the steel, cement, food and metallurgy industries and technology institutes as well as the networks between Argentine and German institutions.
- Output 3 Sustainable Transport: The Platform ‘National Observatory for Sustainable Transport’ (PONTS) was launched on 20/11/2024, governance structure and operational guidelines were agreed upon, committees and two active working groups were established on "Energy Efficiency" and "New Propulsion Technologies". An annual PONTS event is planned for 16/10/2025 with the aim of establishing it as a national and regional space for interaction on sustainable transportation. A PONTS membership policy is being worked on, and a Promoter Group is being set up for outreach to key sectoral players.
- National Climate Policy/ Climate Governance: The project supports the Argentinian partners in NDC updating, implementation & monitoring as well as in national planning for adaptation and mitigation of climate change, e.g. by developing the National Climate Change Information System SNICC through (i) User Experience (UX) / User Interface (UI) design; (ii) integration of the Climate Change Risk Mapping information into the National Climate Information System; and (iii) technical content editing. In addition, a consultancy on Loss and Damage is currently underway. It will produce the content for the corresponding section of the SNICC, as well as contribute to the chapter on Loss and Damage in Argentina’s new NDC 3.0, currently under development.
- The project ProCLIM-AR has submitted a preliminary analysis of innovative sources of climate finance to the Argentinian government and is currently deepening the analysis, including specific support for exploring the potential of carbon markets (Article 6, Paris Agreement). The project also promotes the implementation of the sectoral climate plans for transport, construction and metallurgy, e.g. via the re-established Round Table on Industry and Climate Change.
- ProCLIM-AR develops indicators and monitoring systems for (sub-)national mitigation, climate response and adaptation plans, vulnerability and risk diagnostics together with national and provincial environmental secretariats and the United Nations Development Programme (UNDP). In 2025, support measures were initiated to support the development of Response Plans in 18 provinces: (i) development of indicators for mitigation and adaptation measures, and development of a monitoring system for the subnational mitigation and adaptation plans; (ii) estimation of costs of mitigation and adaptation measures and analysis of sources of climate finance for subnational plans; and (iii) elaboration of a diagnosis of risks and vulnerability to climate change.
- One key milestone has been the technical update and optimization of the Climate Change Risk Mapping System (SIMARCC), an interactive digital tool designed to identify climate-related hazards, vulnerabilities, and risks across the country. The updated platform, which was officially presented at the National Cabinet for Climate Change on 14/08/2025, now includes revised climate projections for both short term (2015-2039) and long term (2050-2100), based on data from the Third National Communication (TCN, 2015). It also integrates multiple layers of information on vulnerabilities and exposure of communities and ecosystems, supporting a more comprehensive understanding of potential future climate impacts across regions.
