Förderung von kohlenstoffarmen und klimaresilienten Entwicklungspfaden für Argentinien (ProCLIM-AR)
Argentinien braucht Unterstützung bei der Umstellung auf eine kohlenstoffarme und klimaresistente Wirtschaft. Das Projekt kooperiert mit Argentinien, um den politischen Rahmen des Landes zu verbessern, und stärkt die Kapazitäten von Schlüsselsektoren der Regierung, des Privatsektors und der Zivilgesellschaft. Dazu gehören die Umsetzung von Plänen zur Wiederherstellung von Waldlandschaften (Forest Landscape Restoration - FLR), um die ökologische Funktionalität wiederherzustellen und die Produktionskapazität von Waldlandschaften zu steigern, die Förderung von nachhaltigem Konsum und nachhaltiger Produktion durch Ressourceneffizienz in der Bau- und Metallindustrie, die Umsetzung von Anpassungs- und Minderungsmaßnahmen im Verkehrssektor sowie die Stärkung der Klimapolitik und die Verbesserung des Zugangs zur Klimafinanzierung.

Stand der Umsetzung/Ergebnisse
- ProCLIM-AR implements activities in the following pilot provinces: Misiones, Chubut, Santa Fé, Córdoba, Buenos Aires, Catamarca, Chaco, Entre Rios, Jujuy, La Rioja, Mendoza, Neuquén, Río Negro, Salta, San Juan, San Luis, Santa Cruz, Santiago del Estero, and Tierra del Fuego.
- Forest Landscape Restoration (FLR): In Chubut, the intervention area has been defined as 42,176 hectares lost to forest fires during 2014/15. A baseline study was conducted to assess and adjust ongoing restoration measures on 1,162 hectares. A first updated version of the FLR Plan that has been agreed on with key stakeholders is available. Progress has been made in the early production of native species seedlings through the strengthening of nurseries, which guarantees the availability of more than a total of 120,000 units for the 2025/26 and 2026/27 reforestation campaigns. Furthermore, a pilot restoration campaign of 23 hectares has been carried out.
- In Misiones, the intervention area has been defined as the Green Corridor (determined by Law XVI N°60), for which ProCLIM-AR has developed a concept note of the FLR Plan jointly with stakeholders.
- In both, Chubut and Misiones, a consultation process with indigenous communities is ongoing and a multi-stakeholder dialogue platform is being established.
- A consolidated version of the Manual of Methodological Guidelines for FLR Planning and the Catalogue of Forest Restoration Practices for the 7 forest regions of Argentina is available. The intention is that the provinces will incorporate the manual into their FLR policies to ensure a uniform implementation across Argentina.
- Resource Efficiency: Studies on the resource efficiency potential of three subsectors of the metallurgical industry (automotive-parts, farm-machinery, trailers and semi-trailers) have identified a potential for cost and GHG emissions reductions of between 8.5% and 15%. The studies were presented to the Undersecretary of Industrial Policy, the Directorate of Sustainable Industry, and sectoral business associations and will serve as a basis for developing pilot projects. A study on the potential of digitalisation in the above-mentioned subsectors is also being developed, and studies on the potential of green jobs and gender for resource efficiency have been developed.
- Studies to develop technical standards for adding minerals to cement to reduce the clinker factor and thereby GHG emissions and a technical standard to enable foundry sands to be used as secondary raw material in the building sector are in progress.
- Capacity development has advanced with the launch of an online Industrial Resource Efficiency course on the Ministry of Economy’s CAPACITAR platform, with more than 100 participants, as well as in-person courses targeting companies, university professors and researchers in the provinces of Santa Fe and Buenos Aires. A GHG emissions calculator for the metallurgical industry is being developed. Programmes and content for a diploma and a train-the-trainers course on resource efficiency have been developed.
- Sustainable Transport: The establishment of the Platform ‘National Observatory for Sustainable Transport’ (PONTS) has laid the basis for more ambitious climate change measures in the transport sector: Following its was launched on 20/11/2024, governance structure and operational guidelines have been established, committees and two active working groups on "Energy Efficiency" and "New Propulsion Technologies" convene regularly, and the annual PONTS event took place on 16/10/2025 to it as a national and regional space for interaction on sustainable transportation. A learning network for efficient transport management has been launched, and a multi-stakeholder study tour to Germany took place in 09/2025. Two manuals on climate change adaptation for infrastructure and transport operations are being developed. Furthermore, a PONTS membership policy is being worked on, and a Promoter Group is being set up for outreach to key sectoral players.
- Climate Finance/Climate Governance: ProCLIM-AR supports Argentina in NDC updating, implementation and monitoring as well as in national planning for adaptation and mitigation of climate change. In 02/2026, Argentina´s National Climate Change Information System SNICC (snicc.ambiente.gob.ar/main/) was launched with the support of ProCLIM-AR, including
- (i) User Experience (UX) / User Interface (UI) design;
- (ii) integration of the Climate Change Risk Mapping information into the SNICC;
- (iii) technical content editing; and
- (iv) a consultancy on Loss and Damage which provided the content for the corresponding section of the SNICC, as well as for the corresponding chapter in Argentina’s new NDC 3.0. Another major milestone was the technical update of the Climate Change Risk Mapping System (SIMARCC), presented on 14/08/2025, which adds updated climate projections (2015–2039, 2050–2100) and vulnerability/exposure layers to better identify future climate impacts.
- ProCLIM-AR coordinated closely with the IKI “Support Project for the Implementation of the Paris Agreement” (SPA) via the NDC Partnership to advise Argentina on the development of its NDC 3.0, which was presented in Argentina in autumn 2025, but not (yet) to the UNFCCC.
- ProCLIM-AR has submitted a preliminary analysis of innovative sources of climate finance and is deepening work on the potential of carbon markets (Article 6, Paris Agreement).
- ProCLIM-AR develops indicators and monitoring systems for (sub-)national mitigation and adaptation plans together with national and provincial environmental secretariats and the United Nations Development Programme (UNDP). In 2025, ProCLIM-AR began 18 provinces to create indicators and monitoring systems to estimate and measure costs and financing sources, and to produce risk and vulnerability diagnostics. Guidelines, tools, and manuals were developed to support the development and implementation of mitigation and adaptation measures in the Response Plans.
- ProCLIM-AR also supports the government in implementing sectoral climate plans (transport, construction, metallurgy) and in re-establishing the Argentinean Round Table on Industry and Climate Change.
