Support to COP25 Presidency
Chile took up the presidency for the 25th UN Climate Change Conference (COP25), which was held in Madrid in 2019. The project provided technical and financial support to the Chilean presidency team with the aim of strengthening its capacities. Overall, the project aimed to encourage signatory countries to explore new working procedures within the scope of the UNFCCC, and to promote NDC and climate policy implementation. The project involved preparation of interim meetings, coordination with Costa Rica for pre-COP activities, the COP25 event itself and handover to the next country to assume the COP presidency.

State of implementation/results
- Project completed.
- The team of advisors has developed a number of topics for COP 26 that were discussed with the UN Secretariat and other participants. These topics include:
- How the pandemic and the current political situation affects climate change efforts.
- Emission certificates (under Article 6 of the Paris Agreement).
- Financing of adaptation measures.
- Inclusion of less developed countries in the negotiations.
- The project financed a team of consultants to assist the presidency of COP25 in facilitating a negotiation group, coordinated by the Ministry of Foreign Affairs, and a climate action team, led by the Ministry of Environment (MMA).
- The negotiation support team reinforced the negotiations agenda with the parties during and after COP25.
- The consultants further supported the climate change framework law, the update of the Chilean NDC, a study on the sectorial costs of inaction in Chile, the development of a long-term climate strategy and the development of a technology needs assessment for Chile.
- The content team designed, developed and organised six activities for civil society and climate action initiatives by local Non-State Actors (NSAs) within the context of the COP25, but also through 2020 and beyond.
- During COP25, they organized meetings with greenhouse gas emitting sectors and its authorities, including Energy Day on 10 December 2019 and Finance Day on 9 December 2019. They supported the launch of the Partnership for Market Implementation, the Platform for Climate Action in Agriculture in Latin America and the Caribbean (PLACA) as well as the “Santiago Call for Action for Forests”.
- The project supported Chile’s launch of the Climate Ambition Alliance (CAA), with 66 countries, 93 companies, 12 financial institutions and 102 cities. After COP25 the numbers rose to 121 countries, 786 companies, 16 financial institutions and 398 cities.
