Support to the Cities Climate Finance Leadership Alliance

The Cities Climate Finance Leadership Alliance (CCFLA) is a global coalition of institutions committed to increasing finance for city-level climate action. This grant funded the implementation of CCFLA’s outreach strategy, especially through effective communication activities, regional and global events, and the development of a knowledge hub. The grant also supported CCFLA in implementing its advocacy strategy and activities associated with hosting the Leadership of Urban Climate Investment (LUCI) framework - focused on tracking progress and promoting project-level collaboration between CCFLA members’ initiatives.

    • CCFLA has hosted and co-hosed over 15 events between 2022 and 2023.
    • Annual Member Assembly, 28/06/2022, World Urban Forum (WUF): the first in-person Annual Assembly in two years. Main takeaways include: resilience is even more critical now, CCFLA needs to deep dive into sectors, and there is still high demand for local capacity building.
    • Overcoming climate finance barriers in cities through financial aggregation, 28/06/2022, WUF: launched CCFLA’s Financial Aggregation for Cities brief and discussed aggregation as a means to finance urban climate action.
    • Joining forces to unlock finance for green transformation, 29/06/2022, WUF: discussed how project preparation facilities can join forces to unlock urban climate finance.

    • Session in the context of the Cities Summit of Americas, 26/04/2023: brought US and international mayors, national government stakeholders, and international organization representatives together to discuss overcoming barriers to bankable climate infrastructure.
    • Session in the context of IMF/World Bank Spring Meetings 12/04/2023: brought together the COP28 presidency, Bloomberg Philanthropies, C40 Cities, and GCoM to discuss challenges and solutions for city climate finance.
    • Bonn Dialogue: Global perspectives on just and equitable climate emergency response, 12/06/2023, ICLEI Daring Cities: brought together key leaders to discuss the urgency and emergency to finance urban transformation.
    • Annual Member Assembly, 26/06/2023, London Climate Action Week: brought members together to discuss priorities for climate finance by 2030. Among others, members agreed that focus should be on increasing finance for adaptation and private investment financing.
    • Strengthening Access to Long-Term Financing for Sustainable Development in Cities and Worldwide, 21/06/2023, Paris Summit: provided important contributions in the run-up to several global finance meetings being held this year, to strengthen international financing for achieving the SDGs in cities and globally.
    • Banking on cities: How innovative financing mechanisms can help close the urban climate investment gap?, 19/09/2023, New York City Climate Week: reflected on how LUCI initiatives and the private sector can work together to scale the deployment of financing mechanisms for urban climate infrastructure projects.
    • At least one event is planned for COP28 to discuss CCFLA’s paper on how to leverage the MDB reform debate to increase urban climate finance.
    • CCFLA has published nine reports (Financial Aggregation for Cities, Financing Net Zero Carbon Buildings, Supporting Access to Climate Finance for Small and Intermediary Cities: A Guide for Project Preparation Facilities, Financial Aggregation Blueprints for Urban Climate Infrastructure, Improving Local Enabling Conditions for Private Sector Climate Investments in Cities, Financing Net Zero Carbon Buildings in Nigeria, CCFLA: 2022 Highlights and Impact, Policy Brief: How to Increase Financing for Urban Climate Adaptation and Resilience, Increasing Subnational Pension Funds’ Climate Investments), and at least two more about net zero carbon buildings will be launched before 2024.
    • CCFLA launched an online toolkit to increase knowledge around financial instruments and case studies on urban climate finance.
    • Throughout 2022 and 2023, CCFLA has continuously improved its website, adding new publications to the website, restructuring the LUCI page, and updating the news and events page.
  • Advocacy:
    • CCFLA’s advocacy strategy has been finalized into a single document. This strategy was used internally by the Secretariat to guide our work at COP, G20, and G7. CCFLA launched at COP27 its first policy brief, which will focused on adaptation finance for cities.
  • LUCI:
    • LUCI has welcomed three new initiatives to its portfolio, the Cities Development Initiative for Asia (CDIA), Cities and Climate in Africa (CICLIA),Cities4Forests, Urban-Act, and Resilient Community Impact Funds (RCI Funds).
    • Four LUCI Links (Networking meetings) and one LUCI Workshop occurred between 2022 and 2023. LUCI Links focused on project preparation collaboration between initiatives, focusing on sectoral opportunities and in solving the issues of project pipelining and matchmaking. The success of these meetings led to the additional Bloomberg Philanthropies grant which helps increase the project preparation support offer of LUCI.
    • Project activities will be continued as part of the follow-up project Support to the Cities Climate Finance Leadership Alliance II.
