Supporting Colombia in implementing its climate, energy and biodiversity goals

Colombia has ambitious NDC to reduce greenhouse gas emissions by 51% by 2030. The country is currently developing a roadmap for a just energy transition and updating its national biodiversity action plan in accordance with the new global framework (GBF). Financing, political coherence, and monitoring are significant challenges. The project supports Colombia in achieving its climate, energy, and biodiversity goals. It strengthens mechanisms for climate protection and promotes a just energy transition while supporting low-carbon and climate-resilient measures in the industry and mining sectors. Additionally, it enhances the conditions for implementing Colombia's biodiversity goals in line with the GBF. The project fosters political dialogue between Colombia and Germany on climate change, a just energy transition, and biodiversity, as well as promotes knowledge exchange and networking among IKI projects.

State of implementation/results

    Project support for the Colombian Nationally Determined Contributions (NDC) 3.0 update process:
    • Analysis of the current implementation gap in the mitigation component of the NDC 2.0.
    • Facilitation of a range of inclusive workshops and dialogues to gather diverse perspectives for the NDC 3.0 update, involving different sectors, subnational actors, civil society, and communities in mining areas. These activities strengthened technical knowledge, institutional coordination, and synergies for collaboration within the NDC 3.0 update process. To enhance the climate ambition of cities, departments, and companies in the NDC 3.0, several adaptation, mitigation, and/or implementation measures identified.
    • Several possible measures for adaptation, mitigation and/or implementation were identified to increase the climate protection ambitions of cities, departments (Colombian administrative units) and companies as part of the NDC 3.0.
    • Together with the IKI project SolNatura and the GIZ projects INCAS Global+, ProBosques II, as well as the Global Biodiversity Program, three inter-institutional participatory dialogues were held, which aimed at prioritizing actions that contribute to the improvement of monitoring systems in climate change and biodiversity conservation.
    Project support for the Colombian National Biodiversity Strategy and Action Plan (NBSAP) update process:
    • The integration of a gender approach, as well as of the perspective of children, adolescents, and youth in the Biodiversity Action Plan of Colombia was facilitated through national, regional and virtual workshops.
    • The project contributed to the development of a 'Roadmap for financing biodiversity in Colombia's financial sector' through the definition of strategies to mobilize financial sector resources for conservation and sustainable use of natural resources.
    • As part of its interface role, the project organized networking and exchange events to foster dialogue among IKI projects, the Colombian partner ministries, and the German IKI ministries on climate, biodiversity, and just energy transition priorities. These events facilitated collaboration on linking climate and biodiversity agendas and promoted discussions on gender inclusion in related policies.
      • IKI Cafecito, July 2024 – Discussion with IKI Implementers and MinAmbiente around the linkage between climate and biodiversity agendas and possible forms of collaboration on the way from COP16 to COP30.
      • IKI Cafecito, December 2024 – IKI gender team provided insights on the IKI Gender Strategy and MinAmbiente presented the participation process of women in current climate and biodiversity policies.
