Supporting Colombia in implementing its climate, energy and biodiversity goals
Colombia has ambitious NDC to reduce greenhouse gas emissions by 51% by 2030. The country is currently developing a roadmap for a just energy transition and updating its national biodiversity action plan in accordance with the new global framework (GBF). Financing, political coherence, and monitoring are significant challenges. The project supports Colombia in achieving its climate, energy, and biodiversity goals. It strengthens mechanisms for climate protection and promotes a just energy transition while supporting low-carbon and climate-resilient measures in the industry and mining sectors. Additionally, it enhances the conditions for implementing Colombia's biodiversity goals in line with the GBF. The project fosters political dialogue between Colombia and Germany on climate change, a just energy transition, and biodiversity, as well as promotes knowledge exchange and networking among IKI projects.

State of implementation/results
- Project support for Colombia’s NDC 3.0 update process:
- In 2025, the project supported the NDC 3.0 update by identifying new mitigation and adaptation measures to increase climate ambition at national, sectoral and subnational levels, including cities, departments and private sector actors
- Through participatory workshops with economic sectors and companies, biodiversity–climate synergies were further integrated into NDC 3.0 and climate planning was strengthened in the energy, mining, environment, industry and trade sectors
- Analysis of the implementation gap in the mitigation component of NDC 2.0 and facilitation of inclusive dialogue formats involving different sectors, subnational actors, civil society and communities in mining areas; strengthening technical knowledge, institutional coordination and cross-sectoral collaboration
- In cooperation with the IKI project SolNatura and the GIZ projects INCAS Global+, ProBosques II and the Global Biodiversity Programme, three inter-institutional dialogues were conducted to improve monitoring systems in climate change and biodiversity conservation
- In 2025, the project developed a prototype monitoring mechanism for the implementation of the Biodiversity Action Plan 2030 and a blended finance guide to mobilise private sector investments in biodiversity and climate-related projects under SINBA
- Integration of gender and youth perspectives into the Biodiversity Action Plan through national, regional and virtual workshops, as well as strengthening awareness and risk analysis in the agricultural sector
- Contribution to the development of a roadmap for biodiversity finance in Colombia’s financial sector to mobilise financial resources for conservation and sustainable use of natural resources
- In 2025, the project organised several dialogue and exchange formats to foster collaboration between IKI projects, Colombian partner ministries and German IKI ministries on climate, biodiversity and just energy transition, strengthening linkages between these agendas and promoting gender inclusion in related policies
