Climate Policy Programme Brazil II (PoMuC II)

As part of the German-Brazilian ‘Partnership for a socially just and ecological transformation’, the project supports ecological and socially just change through transformative climate governance in close cooperation with Brazilian partner ministries and institutions at federal and state level. This includes the translation of the Nationally Determined Contributions (NDC) into concrete sector targets and action plans. The focus is on strengthening political decision-makers. The project also supports the improved allocation of and access to financial resources to support climate initiatives. It serves as a platform for the exchange of knowledge and experience between different levels and sectors. Of particular importance is the thematic focus on energy transition, climate justice and biodiversity across the entire project.

State of implementation/results

  • PoMuC II is the new IKI interface project in Brazil.
  • PoMuC contributed to the elaboration of Brazil’s Climate Mitigation Plan through 12 workshops, experts, and grants. Seven sectoral plans were opened for consultation in Jul 2025.
  • Co-organization of the third Climate Justice Seminar with Indigenous leaders (Jul 2025), resulting in a proposal for territory demarcation in the Sectoral Nature Conservation Plan.
  • Technical support was provided for the Indigenous NDC. Ongoing discussions at Ministry of Indigenous Peoples (MPI) aim to integrate it as an annex to Brazil’s official NDC. The topic will be featured at the Pre-COP in Oct 2025 and at COP30. (www.documentcloud.org/…)
  • Technical and consultancy support to Interministerial Committee on Climate Change (CIM) and its Working Groups.
  • Structuring of CIM chambers: Scientific Advisory (CAC), Interfederative Coordination (CAI), Social Participation (CPS).
  • Development of the IndicaClima prototype, the Ministry of Environment’s (MMA) transparency tool. Linked to CIM Working Groups on Inventories and Monitoring, it includes data flows, indicators, reporting functions, and ensures multi-stakeholder participation through workshops. Ministries responsible for each sector carry out data collection and reporting.
  • Strengthening of Brazilian Association of State Environmental Agencies (ABEMA) through Climate Charter Roadmap, enabling improved monitoring of state climate commitments and their implementation.
  • Collaboration with National School of Public Administration (ENAP), integrating climate training into the “Enap Aqui!” curriculum. First course delivered in Jan 2025 to 31 public servants.
  • Under the Kuntari Katu Program, 30 Indigenous participants were trained on the three Rio Conventions, complemented by mentorship on negotiation processes to equip them with tools and strategies for climate forums.
  • Presentation of Youth Mapping Report to MPI and MMA in Dec 2024, providing recommendations to strengthen youth engagement.
  • Participation of 26 IKI Brazil projects and over 40 institutions across different sectors at the 8th IKI Meeting (Jul 2025). Ten Brasília students received immersive training on climate solutions.
  • Methodology development for Climate Fund to evaluate projects based on cost-effectiveness, integrating climate justice, gender equity, and social inclusion.
  • Implementation of Climate Innovation Hub acceleration with Impact Hub São Paulo and Catalyst 1.5, featuring mentoring for 15 start-ups, workshops, networking, and investor access.
  • Co-organization of Climate Tech Investment Summit in São Paulo (Jun 2025), fostering green technology investment and low-carbon transition.
  • Launch of Committee on Climate Change (CIM) website with renewed content structure and publication of Climate Communication Guide, nominated for an award by Brazil’s Office of the Comptroller General (CGU), accessed over 31,700 times by Jul 2025.
  • Co-organization of international workshops on green skills and governance, alongside regional dialogues as part of the Global Ethical Stocktake (GES).
