Climate Policy Programme Brazil II (PoMuC II)
As part of the German-Brazilian ‘Partnership for a socially just and ecological transformation’, the project supports ecological and socially just change through transformative climate governance in close cooperation with Brazilian partner ministries and institutions at federal and state level. This includes the translation of the Nationally Determined Contributions (NDC) into concrete sector targets and action plans. The focus is on strengthening political decision-makers. The project also supports the improved allocation of and access to financial resources to support climate initiatives. It serves as a platform for the exchange of knowledge and experience between different levels and sectors. Of particular importance is the thematic focus on energy transition, climate justice and biodiversity across the entire project.

State of implementation/results
- PoMuC II serves as the IKI interface project in Brazil.
- The project supported the development of Brazil’s Climate Mitigation Plan through 12 technical workshops, expert inputs and targeted grants. In December 2025, the Interministerial Committee on Climate Change (CIM) approved the Plan and released its strategic core version. PoMuC II continues to provide technical support to the CIM and its working groups and helped establish its advisory chambers (Scientific, Interfederative Coordination and Social Participation).
- Technical support was provided to the Indigenous NDC initiative, including efforts to enable its future inclusion as an annex to Brazil’s official NDC (www.documentcloud.org/…). The project co-organised the third Climate Justice Seminar with Indigenous leaders (July 2025), contributing input on territory demarcation to the Sectoral Nature Conservation Plan. Through the Kuntari Katu Program, 30 Indigenous representatives were trained on the three Rio Conventions and on international negotiation processes. A Youth Mapping Report was submitted to the Ministry of Indigenous Peoples (MPI) and the Ministry of the Environment (MMA), with recommendations to strengthen youth engagement.
- PoMuC II is supporting the development of IndicaClima, the MMA’s climate transparency platform, integrating data flows, indicators and reporting functions aligned with the CIM Working Groups. It also strengthened the Brazilian Association of State Environmental Agencies (ABEMA) by developing the Climate Charter Roadmap to improve monitoring of state commitments.
- In partnership with the National School of Public Administration (ENAP), the project embedded climate modules into the “Enap Aqui!” curriculum and delivered six state-level climate courses in Amapá, Maranhão, Acre, Mato Grosso do Sul, and Pará, reaching 185 public servants.
- PoMuC II advanced innovation and climate finance through the Climate Innovation Hub, implemented with Impact Hub São Paulo and Catalyst 1.5. The Hub accelerated 15 start-ups with mentoring, networking and investor access. Three finalists, Apoena Bioindustrial, ForestFi, and Genera, received financial support and showcased their solutions at COP30. The project also co-organised the Climate Tech Investment Summit and supported the Sustainable Innovation Forum ahead of COP 30, bringing together global leaders to drive sustainable investment and green innovation. In parallel, PoMuCII is developing a Climate Fund methodology that combines cost-effectiveness with criteria for climate justice, gender equity and social inclusion.
- Additional results include the launch of an updated CIM website and a widely used Climate Communication Guide, as well as a national climate perception baseline study conducted ahead of COP30. The 8th IKI Brazil Meeting received 26 projects and more than 40 institutions. Ten students from Brasília received immersive training on climate solutions. The project also supported international workshops and regional dialogues on green skills and climate governance.
