Strengthening Capacities, Structures, and Collaboration for Effective Biodiversity Conservation at Subnational Levels
Peru, Brazil and Colombia, three megadiverse, multi-ethnic and multicultural countries, encompass over 80% of the Amazon basin and host other important ecosystems. However, they are teetering on a pivotal threshold regarding biodiversity. For instance, Latin America & the Caribbean lost 94% of wildlife populations since 1970.
The project will contribute to halt and reverse biodiversity loss in those 3 countries through the implementation of the Global Biodiversity Framework and by translating the National Biodiversity Strategies and Action Plans (NBSAPs) into sub-national agendas that can be effectively implemented in selected action sites. This will be achieved by promoting a greater collaboration, coordination and efficiency across national and sub-national levels (Whole-of-government approach), by engaging diverse groups across society to further common policy goals (Whole-of-society approach), by enhancing local capacity and by promoting innovative financial mechanisms.

State of implementation/results
- The preparation phase of the project includes the following topics :
- Compile and analyse baseline information and thematic priorities on the implementation of the National Biodiversity Strategies and Action Plans (NBSAPs) in all three countries with regard to the Whole-of-Government and Whole-of-Society approach at sub-national/local level.
- Identification of technical, organisational, institutional and financial capacity needs.
- Identification of priority action sites for the project
- Gender analysis and action plan. - Risk analysis and definition of safeguards measures for environmentally and socially sound project implementation.
- Development of a plan for knowledge management and communication of the project including linkage with existing learning and knowledge platforms and relevant initiatives
- Multi-stakeholder workshops in three sub-national administrative units of Peru, Colombia and Brazil.
- At the end of the preparatory phase, a decision will be made on further funding by the International Climate Initiative.
