Smart and Climate Friendly Logistics in India

The decarbonisation of freight transport and logistics is essential for India to meet its Nationally Determined Contributions (NDCs)-commitments. The project facilitates a shift to low-emission long distance transport solutions, the transition to renewable energy in freight transport and the deployment of innovative green technologies. It delivers three outputs: an open knowledge exchange platform, capacity building for training institutions and the development of green strategies for freight and logistics. By establishing knowledge networks, smart green solutions and a specialised training programme for policy makers and implementation authorities, the project strengthens India’s ability to achieve net-zero emissions.

State of implementation/results

City Logistics Planning:
- The project partner, the Department for Promotion of Industry and Internal Trade (DPIIT) is targeting 50 cities across the country for preparing city logistics plans (CLPs). These plans aim to improve logistics infrastructure, transportation, and delivery systems in urban areas. To support this, the project has created key tools, including assessment methods, a structured approach for preparing CLPs, and data checklists. These resources have been shared by DPIIT with all States in India to assist in planning. Currently, support has been initiated by the project for four cities for preparing CLPs: Itanagar (Arunachal Pradesh), Leh (Ladakh), Sri Vijaya Puram/Andaman (Andaman and Nicobar Islands), and Gangtok (Sikkim).
City Logistics Implementation:
- The project identified infrastructure projects and suggests a systematic and sustainable approach to implement logistics strategies. On the advise of the project, DPIIT has asked two cities, Delhi and Srinagar, for updates on the implementation progress and future action plans. Additionally, expert support is being prepared by the project for 25 cities to help them implement their logistics plans effectively. To monitor progress, a National City Logistics Dashboard is being developed. This tool will track and assess logistics planning efforts across different cities.
Logistics Performance Key Performance Indicators (KPIs):
- The project is also assisting DPIIT in improving logistics performance across key sectors such as roadways, railways, airways, shipping, customs, and postal services. A list of global performance indicators has been shared with DPIIT to facilitate discussions with relevant government ministries. Expert support is underway to help finalise these KPIs and develop a national dashboard. This dashboard will enable continuous tracking and monitoring of logistics performance across sectors and regions.
Multi Modal Logistics Parks (MMLPs):
- To enhance logistics infrastructure, the project supports DPIIT in identifying the best locations for 50 Multi-Modal Logistics Parks (MMLPs) across India. These parks are planned to be strategically placed for maximum accessibility. A collection of international examples has been compiled, a practical method has been developed, and initial overall zoning for the MMLPs has been prepared. This information has been shared with DPIIT to begin discussions with relevant departments and start gathering necessary data.
