Multilevel governance for climate adaptation: How to implement and finance local adaptation measures?

Delivering on the Paris Agreement depends on turning national climate commitments into action across territories, sectors and levels of government. Cities, states, provinces and regions are on the front line of implementation, yet their ability to deliver at scale depends on effective coordination with national governments, adequate institutional capacity, access to finance, and partnerships that link local priorities with technical and financial support.

COP30 in Belém gave this agenda a firmer institutional footing. In November 2025, Brazil launched the Plan to Accelerate Solutions (PAS) on Multilevel, Multisectoral and Participatory Governance as the implementation instrument of CHAMP, which Brazil and Germany now co-chair until 2027. At COP30, CHAMP had been endorsed by 77 countries and the European Union, and the PAS set a goal of 100 national climate plans and NDC implementation plans with formal multilevel governance mechanisms by 2028, rising to 120 by 2030. With implementation expected to be central to COP31, Antalya is the first opportunity to take stock and show how this agenda translates into results on the ground.

Brazil offers a timely demonstration of how the approach works in practice. AdaptaCidades, Mutirão Brasil, the National Adaptation Plan (NAP) and the PAS offer complementary pathways to strengthen subnational planning, coordinate federal and local action, develop climate projects, mobilize finance, and improve monitoring and accountability. These experiences also reveal persistent challenges: uneven local capacities, fiscal constraints, fragmented funding opportunities, and a gap between climate plans and investment decisions.

The session will also draw on the international experience of CHAMP and the ten-year journey of RegionsAdapt, showing how cooperation among national and subnational governments, international networks, and technical and financial partners can accelerate delivery and strengthen resilience, with a particular focus on adaptation, urban resilience and subnational climate action.

This event is supported by ProAdapta, an IKI project co-financed by the Green Climate Fund (GCF). In partnership with Brazil’s Ministry of the Environment and Climate Change, ProAdapta supports the AdaptaCidades initiative, which promotes the development of local climate adaptation plans across more than 500 municipalities, all 26 states, and the Federal District.
