Tracking Adaptation Efforts: Emerging Practices on Piloting the Belém Adaptation Indicators (BAI)

The global adaptation agenda is gradually shifting from planning toward implementation, results, and measurable progress, particularly ahead of the second Global Stocktake. A key milestone in this shift was COP30’s adoption of 59 voluntary, country-driven, non-prescriptive Belém Adaptation Indicators (BAI) to track progress toward the Global Goal on Adaptation (GGA). However, their operationalization presents important methodological and practical challenges.

Countries are navigating how to translate global targets into national and subnational contexts, assess data availability and institutional capacities, establish baselines, select relevant indicators, and integrate the BAI into existing monitoring, evaluation, and learning (MEL) systems. Country-led testing is essential to identify practical approaches, barriers, and good practices, generating lessons that can inform negotiations and contribute to refining methodologies and metadata for the implementation of the BAI through the Belém-Addis Vision.

This event offers a platform for countries and partners to share experiences in operationalizing the UAE Framework for Global Climate Resilience. It will also feature the presentation of a methodological guide developed by Argentina 1.5 and Fundación Gran Chaco with the support of Fundación Avina, alongside a report on Brazil's national experience in assessing the indicators. By fostering peer learning and highlighting emerging practices, the event will help bridge the evolving global framework with country-led implementation efforts, recognizing the importance of multilevel governance in adaptation planning, implementation and monitoring.

This event is supported by ProAdapta, an IKI project that has partnered with Brazil's Ministry of Environment and Climate Change to develop its first national assessment of data availability for the Belém Adaptation Indicators.

Please note that the date and time of the event might still be altered. For updated information on this event, we invite you to check Brazil's Pavillion official page: www.gov.br/mma/pt-br/noticias-defeso-eleitoral/check-out-the-schedule-of-events-at-the-brazil-pavilion-at-cop31.
