Costa Rica measures greenness of tax expenditure

Fiscal incentives are central to drive decarbonization. As a first step to align fiscal with decarbonization and other environmental policy goals, governments need to understand the incentives created by their current system. To that end, the government of Costa Rica has been working to develop a methodology for classifying tax expenditure by its environmental impact.
