NDC Policy Programme

Colombia is pursuing its green growth strategy as a set of principles for achieving low-carbon, climate-resilient development and a point of orientation for its NDC. These NDC aimed at reducing greenhouse gas emissions by 20 percent until 2030 and increasing adaptation to the impacts of climate change. The project supported the coordination of relevant measures by the Ministry of the Environment, and key public and private sector actors. The project also helped its partners integrate mitigation and adaptation measures into agricultural value creation processes, while helping to improve institutional structures for the implementation of the NDC at the national and subnational level, and contributed to the expansion of the monitoring system. The work of the project not only contributed to the country’s development strategy but also supported the peace process in Colombia. Project insights were used as input for international forums and supported efforts to make the NDCs more ambitious.

  • The project supported the National Planning Department (Departamento Nacional de Planeación, DNP) in the creation of a web portal that provides information on various aspects of climate finance and was launched in September 2022. finanzasdelclima.dnp.gov.co/…
  • The project provided advisory support to the Colombian government in the development of a roadmap for the national NDC action Plan on gender and climate change. Inputs to the roadmap were published in September 2022.
  • As part of its IKI interface role for Colombia, the project continued the "IKI Climate Coffee" (IKI Cafecito Clima) event series during the reporting period.
  • The project presented the project's experience in monitoring climate actions for the corn value chain on the Colombian Caribbean coast at the 28th Congress of Cereal, Legume and Soybean Associations and Food Security (XXVIII congreso gremial cerealista, leguminosas y soya - competitividad y seguridad alimentaria) in October 2022.
  • The annual IKI Colombia interface workshop was held at the end of October 2022, attended by representatives of the IKI projects, a delegation from the BMUV and ZUG, the German Embassy in Colombia, and political partners from the Colombian side.

  • The COP27 side event "Multilevel Governance as a Catalyst for Adaptation Finance at the Local Level" on November 11 featured an exchange of experiences between experts from Africa and Latin America on adaptation planning and implementation at the local level. With support from the project, María del Pilar Restrepo of the National Planning Department (Departamento Nacional de Planeación, DNP) presented the institutional architecture for financing climate change adaptation measures in Colombia. enb.iisd.org/…
  • Supported by (external) consultants of the project, the Caribbean Regional Climate Change Network (Nodo Regional de Cambio Climático Caribe e Insular, NORECCI) adopted its Action Plan for 2022-2026 in November 2022 with the participation of regional stakeholders.
  • In early December 2022, the project presented the project's work processes with banks and the private sector during the ninth edition of the annual Climate Finance Event (IX Evento Finanzas del Clima 2022). www.youtube.com/…;v=0ukzcQFihoI.
  • 236 local farmers from the sectors of beef, dairy and corn production, 64 of them women, were trained in climate resilience in agriculture in the pilot regions of Córdoba and Sucre.
  • 65 journalists and communicators from across the country have strengthened their climate change communication skills in a diploma course.
  • 50 farmers from the pilot projects in Córdoba and Sucre on dairy, beef and corn have introduced new farming practices and systems as a result of working with the project.
  • At COP26 in Glasgow, representatives from MinAmbiente, MinAgricultura, DNP and the Institute of Hydrology, Meteorology and Environmental Studies (IDEAM) presented the experiences of the Colombian NDC process gained with the project in three side events (topics: Climate finance, national climate monitoring system, climate adaptation or mitigation in value chains).
  • The German-Colombian podcast "De la Recuperación verde a la paz", a joint project of the ministries of the environment of both countries, has published five episodes in Spanish on different thematic focuses (see podcast links).
  • Since 2021, the project has supported Colombia in the implementation of planned NDC measures, e.g. in the development of the NDC Implementation Plan for Adaptation, in the strengthening of technical agro-climatic working groups, and in the establishment of a local climate monitoring system that allows to measure the contributions to the GHG mitigation target in the livestock sector.
  • The project supported Colombia 2020 in updating its NDC, which contains a significant increase in ambition. At the heart of the increased NDC ambition is a planned 51 % reduction in GHG emissions compared to the business-as-usual scenario, thus doubling the target set in the first NDC.
  • On the occasion of the new climate law for the implementation of the NDC, a online seminar supported by the project took place on 22.02.2022, in which, among others, the Colombian Minister of Environment Carlos Correa as well as the Deputy Minister of Environment Nicolás Galarza reported on the national climate targets until 2030.
  • On 24.02.2022, in cooperation with the daily newspaper "El Tiempo", a Twitter Live Space was held with Environment Minister Correa on the new climate law.
  • As part of the Colombian Day of Journalism, a online seminar on environmental journalism and climate change was held with the radio station Uniminuto on 05.02.2022.
