Support of Green Economy in Kazakhstan and Central Asia for a low-carbon economic development

In addition to its other NDC objectives, Kazakhstan has also set itself the goal of increasing its energy and resource efficiency in the industrial sector. This will be an important milestone en route to a resource-saving, low-carbon and socially inclusive economy. The project supports its political partners in improving the institutional and technical conditions for implementing the national Green Economy strategy. It advises the Ministry of Environment and other relevant governmental and non-governmental bodies and organisations on the design of policy measures for the implementation of the Green Economy concept. The project also strengthens the dialogue between government, civil society and the private sector for the implementation of Green Economy policies, especially in the field of energy and resource efficiency. It also uses national and regional forums to disseminate results and learning experiences among key stakeholder groups in Kazakhstan and neighbouring countries.

State of implementation/results

  • - Projekt completed. - To increase the capacity of partners to implement the Green Economy concept, the project accompanied the development of several concerted policies. These include the Low Carbon Development Strategy to 2060 (Long Term Strategy), the EcoCodex, Integrated Environmental Permits for Industry, and the Best Available Techniques (BAT) standard for energy efficiency. In this work, GIZ cooperated with DIW ECON on the long-term strategy, Hendrikson on BAT, and Metroeconomica on economic incentives for investments in green technologies.
  • Long-term strategy:
    • As of Aug. 31, 2021, the project completed modeling of the long-term strategy with four scenarios. To assist the government in determining the optimal ambition level, the most economically efficient target achievement path was calculated for different ambition levels - including the carbon neutrality target by 2060 - with the respective infrastructure and technology park transformations, investment needs, and GDP growth rates. A draft of the long-term strategy was delivered to the working group on 05/09/2021.
    • On 14.09.2021, at the sixth and last meeting of the working group on the long-term strategy under Deputy Prime Minister Roman Sklyar, the carbon neutrality scenario was discussed. According to the decision of the working group, the long-term strategy will now include the carbon neutrality scenario until 2060.
  • Integrated Environmental Permits and BAT:
    • The project worked with UN PAGE on a draft law regulating integrated environmental permits for industry and accompanied relevant stakeholder consultations. The draft was adopted in July 2021.
    Based on the legal framework on integrated environmental permits, the project is preparing a reference document for BAT on industrial energy efficiency. A first draft was presented to the relevant working group of the Kazakhstan BAT Bureau on June 30, 2021.
  • Dissemination of best practice experiences and project results:
    • The project uses various dialogue platforms to present best practice experiences on decarbonization and project results to local and regional stakeholders. Particularly noteworthy were local consultations in Kazakhstan and regional trainings in the period from March to September 2021.
    • For example, the project, together with the Federation of Ecological Organizations of Kazakhstan, conducted stakeholder consultations on long-term decarbonization in Uralsk, Pavlodar, Karaganda, Shymkent, and Almaty from April to July 2021.
    • With financial support from the project, UN PAGE organized in-service training on Green Economy and Green Recovery for 700 representatives of ministries and local governments of Central Asia in June and July 2021. The project developed the module on long-term decarbonization and held the relevant trainings.
