Using scientific information databases to support national adaptation plan processes in sub-Saharan Africa

National Adaptation Planning Processes (NAPs) offer the sub-Saharan African LDCs the chance to react adequately to threatening climate risks. The NAPs are based on capacity building and governance structures. The project addressed the lack of access to information and support in the francophone (French-speaking) countries of the region, and supported the governments of the three partner countries in setting up control structures for the implementation of the NAP. The first step towards this project goal was to create scientific information databases for policy decisions (e.g. vulnerability studies). The Green Climate Fund improved access to financial resources to implement the priorities identified in the NAP. A regional exchange platform was set up to promote the professional exchange of information in the French-speaking region. The results of the project are introduced into the international climate debate.

State of implementation/results

  • To strengthen the capacities of governments in the three focus countries - Benin, Burkina Faso, and Senegal - in the areas of governance, participatory design, implementation, cross-sectoral integration, coordination, and monitoring and evaluation (M&E) of the NAP process, the project supported the partners in integrating climate change into a total of six development strategies (Output I).
  • This incorporated, among other things, the results of scientifically sound studies and analyses developed through a participatory process in collaboration with climate service providers (Output II). The vulnerability analyses and (preliminary) feasibility studies produced during this process were subsequently used to develop five newly designed adaptation projects. Three of these (two from Benin, one from Senegal) were submitted to the Green Climate Fund (GCF).
  • The projects were developed through a participatory process involving working groups composed of representatives from various ministries, institutions accredited by the GCF, scientists, and organized civil society. Another adaptation project for the Adaptation Fund was supported through the preparation of accompanying studies and submitted to the Fund for financing (Output III).
  • The experiences gained and successful solutions developed as part of the project regarding the NAP process were shared on a French-language platform for Francophone LDCs in Sub-Saharan Africa and incorporated into international climate negotiations on adaptation (Output IV).
  • In 10 webinars with a total of 1,529 participants from 48 countries, two in-person exchange events with a total of 93 participants from 14 countries, and in the Communities of Practice in Benin and Burkina Faso, key NAP stakeholders in the region exchanged views on current adaptation issues.
  • The AdaptationCommunity.net knowledge platform, translated into French, provides access to a wide range of publications, project results, training materials, and online seminars on the topic of adaptation.
  • With its participatory “learning-by-doing” approach in Outputs I, II, and III, the project has helped ensure that national capacities remain firmly anchored in the country over the long term. The focus was on the sustainable development of key stakeholders’ capacities for the scientifically sound design of impact-oriented NAP processes, which led to a high level of ownership.
  • To ensure financial sustainability, the activities under Output III established lasting access to sources of adaptation financing.
