PARTNERSHIP FOR NET ZERO INDUSTRY: Sustainable national transformation pathways to climate neutral industry by 2050
The Net Zero Partnership for Industry Decarbonization provides technical assistance to first-mover emerging and developing economies (EMDEs) to decarbonize heavy emitting industries. It supports defining pathways for decarbonization, creating enabling policies, preparing investment-ready projects, and fostering global knowledge sharing. The Climate Club’s Global Matchmaking Platform acts as a gateway for EMDE governments to raise requests and identify technical and financial solutions to decarbonize their energy & emissions intense industrial sectors. The Global Industrial Decarbonization Hub Accelerator establishes dedicated platforms in EMDEs with the objective of mobilizing (inter)national investments in support of the country’s priorities to accelerate industrial development and decarbonization in heavy industries. Together, these three pillars ensure that industrial decarbonization efforts are not only initiated but sustained over the long term and replicated in other contexts.

State of implementation/results
- Partnership for Net Zero Industry (NZP) – Technical Assistance Facility (decarbonization.unido.org): NZP is supporting eight Climate Club member countries: Argentina, Egypt, Indonesia, Colombia, Chile, Kazakhstan, Kenya and Morocco, helping first-mover industrializing nations transition to low-carbon production for steel, cement, and concrete to achieve net zero by 2050.
- In Argentina, NZP officially launched the completed Cement Decarbonisation Roadmap together with the National Cement Association at the FICEM General Assembly in Sept 2025 and presented it to the Ministry of Industry in Dec 2025.
- In Indonesia, the MRV work package was launched officially to reinforce MRV capacity in the steel and cement industries.
- In Kenya, NZP delivered workshops in Kenya focusing on the decarbonisation roadmap and MRV development, and organized a study tour to the Meru Technology Resource Center to demonstrate LC3 applications, engaging 36 government officials and 14 industry representatives.
- In Morocco, NZP is supporting the improved integration of the industrial sector into the national Monitoring, Reporting and Verification system under the Enhanced Transparency Framework.
- In Egypt, NZP is supporting green public procurement initiatives and capacity building for facility-level MRV.
- At COP30, NZP contributed to the “Plan to Accelerate Solutions,” Belém Declaration, Working Group Joint Statement, and seven NDC-related discussions.
- To support the implementation of NDCs, NZP developed Volume 2 of the NDC 3.0 of the Guidebook for Industrial Decarbonization, which provides a curated menu of industrial decarbonization policies and measures (PaMs): decarbonization.unido.org/…
- Platform operationalized and accessible to EMDEs: Open to all Emerging Markets and Developing Economies (EMDEs), the GMP was launched at COP29 to match requests for industrial decarbonization projects. The Secretariat established its procedures and structured matchmaking process in the last year. Since its launch, more than 20 countries and international partner organizations have engaged with the platform.
- Country-driven technical assistance mobilized: The GMP is supporting country requests matching with delivery partners (Argentina, Cambodia, Chile, Colombia, Egypt, Indonesia, Kenya, Morocco, Peru, Türkiye). Support includes development of industrial decarbonization strategies, sectoral roadmaps, policy frameworks, and monitoring systems.
- Network of delivery partners established: The Secretariat expanded the Platform’s ecosystem to 20 partner organizations. Key partners include the World Bank Group, UNIDO, GIZ, EBRD, OECD, World Resources Institute, and Rocky Mountain Institute, among others.
- Promotion on green industrialization: Together with the Breakthrough Agenda, the GMP Secretariat supported convening meetings of the Working Group on Green Industry Support for EMDEs, bringing together governments, development banks, and international organizations in the leadup to COP30.
- Knowledge exchange and digitalization: The GMP approach has been presented through webinars with partners including UNDP, NDC Partnership, and UNIDO’s Net Zero Partnership. The Secretariat is also digitalizing the matchmaking process to improve accessibility, coordination, and tracking of support delivery.
