Reducing emissions through integration and optimization of public transport in Indonesia

State of implementation/results

• In August 2022 Jakarta officially announced fare integration for all modes of transport in Jakarta (MRTJ, LRTJ, and Transjakarta), an important initiative to tackle the common obstacles faced by women and other vulnerable groups who disproportionately take multi-chain and multipurpose trips across multiple modes.
• In August 2022, the Governor of Jakarta reopened the Old Town (Kota Tua) after its revitalisation last year. ITDP was involved in redesigning the pedestrianisation of Lada Street.
• In June 2022, in collaboration with city officials and representatives of vulnerable groups, ITDP completed an inclusive planning process and provided recommendations for Medan and Semarang, such as inclusive considerations for typologies of bus stop, station, and street design, sidewalk elements, bike networks, low-emission zone interventions, and an initial TOD area to accommodate new accessibility principles (itdp-indonesia.org/…).
• In February 2022, ITDP developed the Jakarta Complete Streets Roadmap in collaboration with Jakarta Public Work Agency
• February 2022: Adoption to draft a National Walkability Index by the Department of Public Works based on recommendations from the ITDP.
• January 2022: Introduction of a guideline on wayfinding in transit areas, by the Governor of Jakarta in cooperation with the FDTJ (Jakarta Transport Discussion Forum), based on the guidelines of ITDP. The guideline aims to help pedestrians, cyclists, and public transit users easily read and understand the given information. This guideline will also standardize all wayfinding in Jakarta.
• In 2021 Jakarta adopted a local parking regulation based on ITDP’s draft of a Regional Regulation. In the draft, ITDP recommends that Jakarta implement a high parking tariff to enforce the shift from private vehicles to public transit. The recommendation also included specific areas to implement the high parking tariff.
• In February 2022, ITDP was heavily involved in three new area improvements (Kebayoran Baru, Juanda-Pecenongan, Penataran-Proklamasi) focused on pedestrian and bicycle facilities in Jakarta. ITDP provided design recommendations and additional surveys in support of the plans prepared by the Jakarta Public Work Agency.
• The Public Works Agency in Jakarta began several NMT improvement projects. ITDP contributed with input on pedestrian-oriented streets with better quality sidewalks.
• Transjakarta, with support and input from ITDP, has shown significant increases in its daily ridership also in 2019 compared to 2018; these gains are mainly a result of increasing the number of routes, including direct-service routes, from 34 routes in 2015 to more than 113 routes in 2018; in February 2020 Transjakarta finally breaks the record for serving one million customers in a day.
• Medan plans to implement a high-quality BRT system as part of their mass transit plan, partly based on ITDP’s design and plan.
• Medan and Jakarta began the implementation of pedestrian infrastructure improvements.
• Together with several partners ITDP initiated the walking promotion campaign #pedestrianfirst.
