Strengthening NBSAPs and support for indigenous peoples and local communities (IPLCs)

In the area of 'Strengthening National Biodiversity Strategies and Action Plans (NBSAPs)', the IKI focuses on supporting selected partner countries in the development and revision of their NBSAPs, as well as their implementation.
NBSAPs are the key policy instrument for implementing the objectives of the Convention on Biological Diversity (CBD) and the Kunming-Montreal Global Biodiversity Framework (GBF) at national and sub-national levels.
Accelerating the implementation of NBSAPs
The IKI provides various types of support to partner countries to strengthen and implement their NBSAPs. Support for the establishment of effective monitoring systems will continue to be important in the future. This will make it possible to evaluate the implementation of NBSAPs and to analyse the development of biodiversity in partner countries, so that the level of ambition of NBSAPs can be readjusted if necessary.
With the NBSAP Accelerator Partnership, launched at CBD COP15, the IKI has helped to establish a global partnership with the aim of making a significant contribution to the rapid implementation of the GBF targets in partner countries by 2030, and has also set up a dedicated partnership support project. The NBSAP Accelerator Partnership, initiated by Colombia with the support of Germany, aims to support multilateral government and civil society approaches to biodiversity conservation and accelerate the implementation of ambitious NBSAPs in line with the GBF.
The partnership provides technical, financial and policy support to its member countries. Project activities include the work of intermediaries who work with partner countries to address gaps and needs in the implementation of their NBSAPs. Funding applications are being developed and a matchmaking mechanism is being established to assist partner countries in their search for financial resources to fund biodiversity conservation activities. A knowledge management system and helpdesk services on NBSAPs will also be provided to Parties to the CBD and members of the NBSAP Accelerator Partnership.
A large number of IKI projects also support partner countries in revising their NBSAPs. Some of these include consultations and workshops, where IKI projects often provide expert input based on their project work. For example, the research and policy platforms established in Côte d'Ivoire and Madagascar as part of the 'CABES - Capacity Development for Biodiversity and Ecosystem Services Experts in West, Central & East Africa' project have served as an important body for the revision of the respective NBSAPs. In a regional NBSAP workshop in Central Asia, the IKI project 'One Health in Nature Conservation' provided technical input on the prevention of future zoonotic diseases as part of the One Health approach.
Strengthening indigenous peoples and local communities
Ultimately, the application of a cross-sectoral approach to the implementation of NBSAPs at all levels of society will be a crucial factor in the success of the GBF. To this end, the IKI aims to make an important contribution by strengthening capacities and implementation structures at national and (especially) sub-national and local levels. Promoting the participation of marginalised groups such as indigenous peoples and local communities (IPLCs) and ensuring that their needs are met will also be a focus of these activities.
The German government considers IPLCs to be a key priority and this is reflected in the work of the IKI. Many projects focus on IPLCs as they contribute significantly to global biodiversity conservation and climate change mitigation, drive change and ensure sustainable project outcomes.
The Global ICCA Support Initiative is a prime example of IKI's support in this area. The initiative provides direct support to Indigenous Peoples and Community Conserved Areas and Territories (ICCAs) in 45 countries. In this way, IKI recognises the role of indigenous peoples and local communities and helps them continue their important work in conserving biodiversity, mitigating the effects of climate change and building community resilience.
The IKI is currently funding 46 projects worldwide, with a total volume of €520 million, in which support for IPLCs is part of the project activities.
