Peru creates High Level Commission on Climate Change

Peru announced the creation of the High Level Commission on Climate Change. This permanent multisectoral commission will be responsible for proposing national climate action.

Given the state of emergency that the world is going through, the conservation of the environment continues to be a priority in the policies of the Government. In that context, the President of the Republic of Peru, Martín Vizcarra, during his last message to the nation emphasized the global importance of confronting climate change and stated that a series of measures have been taken to promote environmental sustainability.

The President emphasized that "Peru marked a milestone in climate action with the creation of the High Level Commission on Climate Change (CANCC), which seeks to propose the measures for adaptation and mitigation to climate change contained in the Nationally Determined Contributions that are our goals for adaptation and mitigation in the framework of the Paris Agreement". In addition, it will be responsible for proposing and recommending, within the framework of the National Strategy for Climate Change, actions to neutralize Greenhouse Gas (GHG) emissions and adapt to impacts of climate change by 2050. Likewise, it will issue the technical report on the NDC every five years to be presented to the United Nations Framework Convention on Climate Change (UNFCCC), in accordance with the international commitments assumed by the Peruvian State.

Martin VizcarraThe CANCC was approved on 4 July , 2020 through a Supreme Decree. This permanent multi-sector commission is a working group under the Ministry of the Environment (MINAM) that will be led by the president of the Council of Ministers and will be constituted by the Ministries of Environment; Energy and Mines; Agriculture and Irrigation; Production; Transport and Communications; and Housing, Construction and Sanitation. In addition, the Ministry of Health; Foreign Affairs; Economy and Finance; Education; Development and Social Inclusion; Culture; Women and Vulnerable Populations.

It is also integrated by the presidents of the Board of Directors of the National Centre for Strategic Planning, the National Assembly of Regional Governments, the Association of Municipalities of Peru, and the General Directorate for Climate Change and Desertification of the Vice-Ministry of Strategic Development of Natural Resources of MINAM. They will be responsible for providing permanent technical and administrative support to the CANCC in its role as Technical Secretariat.

The Peruvian Government thus reaffirms its willingness to make progress on climate change within the framework of this new normality and to contribute to the national target of a 30% per cent reduction in greenhouse gas (GHG) emissions and a reduction in the country's levels of vulnerability by 2030.

This process led by MINAM is supported by the IKI project "NDC Peru: Support to the implementation of the National Strategy for Climate Change" implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH).
