Peru forges alliances for its NDC rollout

Government representatives have met donor organisations in Peru to agree on alliances aimed at implementing its NDC.

In mid-February, debates took place with donor and implementing organisations in the Peruvian capital of Lima regarding the country’s support needs for implementing its NDC . For this purpose, the multisectoral working group (GTM), which was set up under the leadership of the Peruvian Environment Ministry (MINAM) in 2017, met with representatives of some 40 donor and implementing organisations. Environment Minister Elsa Galarza and the German ambassador to Peru, Jörg Ranau, welcomed this unique opportunity to bring all the players to the same table.

GTM is made up of 13 Peruvian ministries, including those for Agriculture and Irrigation, Transport and Communications, Energy and Mining, and the national planning centre. The working group focuses on two measures. Firstly, it is to draw up a schedule and organisation chart for implementing the Peruvian NDC by 2030. Secondly, it aims to provide support for the different sectors, for example to allow them to draw up a cost-benefit analysis for adaptation and mitigation measures.

GTM was presented at COP23 in Bonn and since then has been seen as a pioneer and model for the transversal integration of climate protection goals across all sectors.

The results of GTM’s work were presented during the two-day workshop, which was attended by 150 participants. Furthermore, over 100 alliances between the different sectors and international cooperation organisations were set up. For example, representatives of the Health Ministry and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH agreed that in future they would work together on guidelines for risk management in public investment in the context of climate change. The implementing organisations and donors also benefited from these discussions.

The event was supported by GIZ as part of the Support Project for the Implementation of the Paris Agreement (SPA) and NDC Assist (BMZ), as well as by UNDP and the support unit of the NDC Partnership. The SPA project is part of the International Climate Initiative (IKI) of the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB). It supports partner countries in successfully implementing their climate policy, in particular to reduce greenhouse gases, to increase their ability to adapt, and in this way in contributing to the long-term objective of the Paris agreement.
