It serves as a policy document to structure human settlements through climate and disaster resilience lens, a guide on using green development and resilience-driven perspectives to assess, develop, manage, and evaluate settlements and their component parts, and a reference for pursuing a paradigm shift towards safe, inclusive, resilient, and sustainable communities.
