Mexican-German Climate Change Alliance – Phase IV
The project supports the Mexican government in the implementation of its climate and biodiversity goals. It uses an integrated approach, involving national, state and local levels, focusing on the mitigation of greenhouse gas emissions as well as the conservation of biodiversity and ecosystem services. The project strengthens the national framework for climate and biodiversity action by supporting key decision makers in their strategies, implementation plans and monitoring. It also aims to facilitate the financing of bankable projects in the areas of decentralized energy generation and ecosystem-based adaptation. A special focus is put on maximizing the social and economic co-benefits which go along with climate and biodiversity action. The measures are complemented by a political dialogue and the exchange of knowledge and skills between Mexico and Germany and the management and systematization of knowledge through the IKI Interface function.

State of implementation/results
- Climate and biodiversity dialogue between the German and Mexican governments and the IKI Interface
- In January 2025, a summit with representatives of federal and state governments from the environmental, economic and tourism sectors gathered to discuss future cooperation opportunities in relation to climate, biodiversity and a just transition. The event, co-organized by GIZ, UN Development Programme (UNDP), UK-PACT and Canopia Carbon, was the result of many years of networking efforts and lays the groundwork for an effective, cross-sectoral implementation of climate and biodiversity policy.
- All three IKI ministries visited Mexico in April 2025 to attend the annual IKI meeting, which brought together more than 70 representatives from IKI projects, Mexican counterparts and German commissioning parties. During their stay, the delegation visited projects in five Mexican states. The ministry representatives had fruitful exchanges, among others with the new Mexican government, about the cooperation on key issues such as climate change, biodiversity, energy transition and urban development.
- The project has supported the National Institute of Social Economy (INAES) to train 70 young Mexicans in green finance; a youth network on sustainable and solidarity finances was created.
- Support for climate change and biodiversity policy
- The project has worked with the National Commission for the Knowledge and Use of Biodiversity (Conabio) and UNDP in updating the National Biodiversity Strategy and its alignment with the Global Biodiversity Framework.
- Through an interministerial cooperation with the Ministry of Environment and Natural Resources, the newly created Ministry for Women, the Ministry of Foreign Affairs and the National Institute of Ecology and Climate Change, the project supports the creation of the Gender, Human Rights and Climate Change Plan that will be the policy instrument that links the transversal issues of the NDC.
- The project contributes to the intersectoral coordination of work groups for the reconstruction of the port of Acapulco due to the impacts of Hurricane Otis. A guide has been developed with adaptation guidelines and criteria for the reconstruction of the tourism sector.
- The project supports the states of Guerrero, Aguascalientes and Hidalgo in the construction of their Local Climate Change Plans, in addition to the Climate Change Local Information System with Tlaxcala. GIZ has been involved in multiple Climate Change Intersectoral Commissions. The states of Guanajuato and Michoacan have been supported in updating their Conservation and Sustainable Use of Biodiversity Strategies.
- The project supports the publication of the Energy Transition Strategy for the municipality of Hermosillo, Sonora 2024-2030 and the Biodiversity Integration Strategy and the Decarbonization Route for the Tourism Sector in Guanajuato.
- Financing of renewable energy
- During 2024, a project was designed to generate ice with solar photovoltaic energy for a sustainable fishing cooperative. The technical and financial model and governance mechanisms were developed, taking into account gender and inclusion perspectives. In addition to the funding obtained through UNDP's Small Donations Program (SGP), the project could mobilize approximately 90,000 EUR from the public and private sector. The project is designing a scaling-up strategy for the decarbonization of Mexico’s sustainable artisanal fisheries sector.
- Financing of ecosystem-based adaptation (EbA)
- The “FinTank” mentoring program has been training 28 community projects and local organizations in the tourism, agriculture, forest management, fishing and environmental sectors to strengthen their bankability and adaptive capacity to climate change. During Phase I, 26 of 28 projects identified climate change impacts and EbA solutions to reduce vulnerability. Phase II is planned to start in 2025. Additionally, four EbA projects are being scaled up: forest conservation in the Sierra Vallejo Nayarit and Jalisco, coastal dune restoration in Quintana Roo, biological corridor conservation on the Mexico-USA border and smart agriculture in Chiapas.
