Tiger Landscapes Investment Facility
Target 19 of the Kunming-Montreal Global Biodiversity Framework calls for leveraging private finance and blended finance for biodiversity. The biodiversity financing gap is about USD 400 billion/year. In Asia, tiger landscapes represent not only tigers but also rich biodiversity and culture. In April 2024, under the patronage of Her Majesty the Queen of Bhutan Jetsun Pema, a conference on Sustainable Finance for Tiger Landscapes took place. The Tiger Conservation Coalition (TCC) committed to helping tiger range countries unlock USD 1 billion for these landscapes. The Tiger Landscapes Investment Fund, a blended finance tool, will collaborate with national financial institutions, NGOs, and local entrepreneurs to develop investable nature-positive projects and unlock private funding through credit enhancement. The project will strengthen local institutions to continue supporting nature-positive ventures after its conclusion.

State of implementation/results
- The Environmental and Social Framework of the Tiger Landscapes Investment Facility has been drafted and has undergone discussions and consultations with several members of the Tiger Conservation Coalition as well as experts from UNCDF, GFCR and UNEP; includes eligibility criteria, KPI framework, M&E framework, social and environmental safeguards, and exclusion list; once approved by the Steering Committee, the E&S Framework will be made public on the TLIF website
- The Terms of Reference of the Tiger Landscapes Investment Facility have been drafted and are undergoing consultation with several members of the Tiger Conservation Coalition and other relevant experts; the TOR will also be made public on the TLIF website after approval by the Steering Committee
- The Tiger Landscapes Investment Facility is planned to be featured at the Finance for Development Conference in Seville, Spain, and at the UNDP BIOFIN Global Conference in Santiago, Chile, in 2025
- The Tiger Landscapes Investment Facility was launched on 30 June 2025 at the Finance for Development Conference in Seville, Spain
- The scoping study to design the Facility has been completed in Thailand and Malaysia and bilateral negotiations are ongoing with financial institutions.
- The pre-scoping study in Nepal and Bhutan indicates very strong interest from stakeholders and alignment with the NBSAPs and National Tiger Action Plan
