Transformative Climate Action using Participatory data driven decision making platforms (T-CAP)

While digital means are increasingly used to assist in managing cities, an untapped potential lies in using these means to facilitate participatory local level policy making and implementation to catalyse transformative climate actions. This holds special significance in the small and medium cities from the Global South that face resource and capacity constraints. In this ever dynamic world, data driven decision making platforms can assist in augmenting the capacity of local actors and communities to collaborate on forward looking, transformative climate actions. The project assists urban local bodies in working effectively with all stakeholders (particularly the civil society) to gather and analyse data needed for comprehensive policy making and jointly implement transformative climate actions. It aims to showcase a science based participatory planning framework for data driven decision making that can inspire cities across the globe.

State of implementation/results

  • Study of literature and review of best practices globally highlight the limited focus of climate action primarily on mitigation strategies and not sufficiently on adaptation. Further, digital means have been used mainly to sensitise the community and for data collection & analysis. This highlights the opportunity to leverage digitalization for participatory climate action planning and implementation.
  • Towards this objective, needs assessment and impact chain analysis have helped derive use cases to be piloted in the Urban Living Lab. These will be further filtered based on scope for digitalisation, feasibility and contextual relevance.
  • The project team organized a two-day workshop in May 2023, in New Delhi. The primary goal was to facilitate a dialogue on participatory climate actions within urban discourse, with the aim of promoting better-informed and resilient cities. The event's inauguration was attended by Mr. Rahul Kapoor, Joint Secretary, Ministry of Housing and Urban Affairs, and Dr. Antje C. Berger, Counsellor, Climate & Environment, German Embassy, New Delhi. The event brought together city officials, advocacy groups, institutions, start-ups, and Integrated Command and Control Center (ICCC) solution providers, emphasizing the need for an integrated approach to build inclusive and resilient cities. Interactive sessions, panel discussions and expert presentations offered opportunity for cross-learnings. Senior officials from ten Indian cities demonstrated a strong commitment to the project's outcomes, emphasizing the importance of city engagement in achieving the objectives.
  • The ‘Visakhapatnam Urban Living Lab’ was launched on 17th May 2023 in the presence of the Mayor of Visakhapatnam and Commissioner of Greater Visakhapatnam Municipal Corporation. It was attended by various stakeholders associated with the project and included an interactive exercise on climate actions and leveraging digital solutions and a presentation on the plan for the urban living lab.
  • To structure and concretize the activities related to the urban living lab (ULL), a steering committee is in the process of being set up. Currently the team is working on preparing a charter; which would include goals, vision and standard operating procedures for the functioning of ULL.
  • In the spirit of collaborative and participatory approaches, the local project partners have floated a logo and name competition in the city of Visakhapatnam. With such an approach, the team aims to co-develop an identity of the ULL that is reflective of the city, its culture and people’s aspirations.
