Turkish German Cooperation for integrated Climate and Biodiversity Action

Türkiye is committed to reduce its Green House Gas emissions and protect its biodiversity and ecosystems. The objective of the project is to assist the Turkish government in effectively achieving this target in line with the country’s national and international relevant legal and strategic frameworks. For example, the National Climate Change Action Plan (NCCAP), Nationally Determined Contributions (NDC), draft Climate Law, National Biodiversity Strategy and Action Plan (NBSAP). The project adopts an integrated approach by providing technical support to relevant ministries as well as other stakeholders at local and regional level. Further, it aims at fostering coordination and knowledge exchange between government actors and IKI projects in Türkiye as well as strengthen the visibility of the International Climate Initiative (IKI) in Türkiye.

State of implementation/results

  • Project launch:
  • The project “Turkish–German Cooperation for Integrated Climate and Biodiversity Action” officially started in October 2024.
  • Cooperation with key ministries:
  • In November 2024, formal cooperation began with the Ministry of Environment, Urbanization and Climate Change and the Ministry of Agriculture and Forestry. Together, a joint work plan was developed, aligned with Türkiye’s key climate priorities, including the emissions trading system (ETS), a green taxonomy, and the monitoring and reporting of Nationally Determined Contributions (NDCs). The strong engagement of these ministries ensures that project activities are closely aligned with Türkiye’s climate and biodiversity policy goals.
  • Project launch event:
  • The official project launch event took place in April 2025, bringing together around 150 participants from government, academia, and civil society. During the event, the implementation agreement with the Department of Climate Change (DoCC) was signed.
  • Kick-off of climate finance activities:
  • In August 2025, the project initiated activities on climate finance through a study assessing the potential of green finance flows in Türkiye. The analysis explores how revenues—such as those generated by a future emissions trading system—could be effectively utilized and managed. The results will support policy development and provide a basis for potential future financing mechanisms.
  • Expert exchange in Germany:
  • In October 2025, staff from the Department of Climate Change took part in a study tour to Germany, engaging with public institutions and private sector representatives. The exchanges focused on practical experiences with the implementation of the EU Taxonomy, including reporting requirements, disclosure practices, and investor expectations.
  • First IKI Türkiye Workshop:
  • Also in October 2025, the first IKI Türkiye Workshop was held in Ankara in cooperation with the German Embassy and the German-Turkish Chamber of Commerce and Industry (AHK Türkiye). The event brought together 156 participants from government, the private sector, and civil society. For the first time, all IKI partners working in Türkiye met to strengthen cooperation and promote more coordinated climate and biodiversity action.
  • Launch of biodiversity activities:

The biodiversity component of the project has also been launched. The Acarlar Floodplain on the Black Sea coast was selected as a pilot site for ecosystem restoration.
