Enabling Long Term Defossilisation Pathways through Power-to-X (PtX Pathways)

As part of the International PtX Hub, PtX Pathways supports the development of sustainable Power-to-X (PtX) and hydrogen markets as a building block for the energy transition in Morocco, South Africa, and Argentina. The project focuses on the specific needs of the countries and their individual motivations. The project supports the responsible ministries for energy or economy in the development of allocation scenarios for PtX, including the analysis of value chains. Jointly with the partners, the team identifies opportunities for business development and derives recommendations for improving the regulatory framework for PtX. In Morocco, a Power-to-Liquid pilot plant demonstrates the entire PtX value chain, paving the way for scaling and capacity development. Good practices, tools and guidelines are disseminated to other countries via the International PtX Hub and thus fed into the PtX debate in other markets.

State of implementation/results

    Global:
    • Business Opportunity Analyser updated to include blue methanol and ammonia to analyse costs and CO2 intensity including upstream emissions. A policy paper will be derived to inform upcoming negotiations of IMO.
    • IMO’s GreenVoyage2050 Programme and PtX Hub have entered a strategic partnership to strengthen collaboration on decarbonising shipping. Guidelines to help policy makers align shipping and energy planning will be developed and advice provided to IMO Secretariat, supporting preparations for the expected IMO Net-Zero Fund.
    Argentina:
    • Workshop and presentation of new studies regarding The Potential Role of H2/PtX in Argentina’s Energy Transition with 117 representatives from various sectors e.g. energy, aviation, ports. (ptx-hub.org/…) (6/2025)
    • Partnership with local knowledge partners, Centro de Estudios de la Actividad Regulatoria Energética and Fundacion Di Tella, formally ended. These institutes have a strong track record on H2/PtX research and a dedicated training programme. (6/2025)
    • Workshop by Latin American Energy Organization (OLADE) on H2 certification and the development of the Regional Certification Scheme CERTHiLAC planning to emphasize community involvement and local development. PtX Hub presented European approaches. (6/2025)
    • H2LAC Platform, ICAO and PtX Hub held a regional webinar on relevant SAF pathways, incl. green PtL and HEFA technology. (h2lac.org/…) (7/2025)
    Morocco:
    • PtX Hub, Women in Green Hydrogen (WiGH) network and Université Internationale de Rabat held a workshop to provide mentoring opportunities for women in the green Hydrogen sector.
    • A PtX training for 40 professionals and decision makers in the maritime sector was held in Rabat. (7/2025)
    • 2 Moroccan trainers participated in the PtX Training-of-Trainer programme jointly organised by PtX Hub and IMO in London in July to replicate the training locally for stakeholders of the shipping sector. (7/2025)
    • Stakeholder mapping of the maritime sector to identify readiness and interests of the different actors (ministries, administration, port authorities, ship owners, whipping companies, etc.) regarding the introduction of green shipping.
    • First results of a value chain study identifying the potential involvement of the Moroccan industry were shared with Ministry of Energy and Ministry of Industry. (7/2025)
    South Africa:
    • High-level South African delegation at the Berlin Energy Transition Dialogue participated in keynotes, panels and site visits to e.g. Siemens Energy and ENERTRAG. South African delegation showcased leadership in accelerating decarbonisation. (ptx-hub.org/…) (3/2025)
    • African Green H2 Summit in Cape Town, a key G20-aligned event to promote regional collaboration on green H2, saw delegates from Kenya, Angola, Namibia and the Federal Ministry for Economic Affairs and Energy. GIZ hosted technical sessions on PtX tools. Ahead of the summit, a PtX training was held for institutions incl. EU Delegation, Eskom, European Investment Bank, UNIDO, Dept. of Energy and Electricity, Dept. of Trade Industry and Competition. (ptx-hub.org/…) (6/2025)
    • Joint event by Dept. of Transport, South African Maritime Safety Authority and PtX Hub at the Southern African Transport Conference, featuring a panel discussion on future fuels in maritime transport and the strategy and readiness of different countries with representatives from Ghana, Kenya, Angola, Namibia. It emphasised that African nations should include green shipping initiatives in national plans to leverage their resources for renewables and alternative fuels. (7/2025)
    • A webinar with 158 participants on the study Unlocking the Potential of Green Ammonia & E-Fertilisers featured a panel discussion with speakers from South Africa (Dept. of Science Technology and Innovation, Africa Fertilizer and Agribusiness Partnership), Kenya (Kenyan Fertiliser Association) and the USA (Talus AG). It highlighted that a cross-sectoral approach could enhance the business case for e-fertiliser by lowering renewable energy costs and leveraging the mining sector's investment in green ammonia technologies to reduce production costs across sectors.
