Climate and Biodiversity Hub Indonesia
Indonesia is severely affected by climate change impacts and harbours unique biodiversity that is under threat. At the same time, the archipelago is one of the ten largest greenhouse gas emitters in the world and plays an important role in achieving the Paris Climate Agreement and the Convention on Biological Diversity (CBD). The project supports the Indonesian government in mainstreaming its climate and biodiversity policies into national development planning. To this end, it trains staff of relevant line ministries and strengthens cooperation with civil society and academia. The project also advises on improving competencies for transparent reporting, financial resource mobilisation and knowledge exchange with the international community. As an IKI interface project, it is responsible for networking and communication between the implementing organisations of IKI projects in Indonesia.

State of implementation/results
- Since 2021, the project has notably supported the following processes:
- Near Zero Emission Waste (NZEW) 2050 strategy, with milestones to reach near zero emission in the waste sector.
- Submission of the Adaptation Communication (ADCOM) to the United Nations Framework Convention on Climate Change (UNFCCC), providing Indonesia’s climate change assessment.
- Mid-term evaluation of the medium-term development plan 2020-2024 to track progress of the implementation of the low carbon development.
- Inclusion of climate change and biodiversity policies into the newly formulated development strategies in the medium (2025-2029) and long terms (2025-2045) through background studies on climate and biodiversity relevant topics and modelling systems for evidence-based decision-making processes.
- Introduction of the Biodiversity Management Index as part of the Development Indicators in the Long-term National Development Plan 2025-2045, for performance monitoring.
- Enhancing functionality of the digital platform hosted at the Ministry of National Development Planning (BAPPENAS) that allows the projection of green-house gas (GHG) emissions for planning decisions. New features improve calculations and reporting at the sub-national level.
- Strengthening the capacities of partners and relevant stakeholders in technical areas to optimise the governance of biodiversity and climate change.
- Development of a National Carbon Trading Roadmap for the waste sector that establish technical standards for waste management projects targeting the carbon market.
- Preparation of a national biodiversity finance strategy with BAPPENAS, complementing the Indonesian Biodiversity Strategy and Action Plan (IBSAP) investment framework and developed in coordination with the United Nations Development Programme (UNDP) Biodiversity Finance Initiative (BIOFIN).
- Convening the first Indonesia Biodiversity Business Forum in Jakarta in July 2026, organised with the Indonesian Ministry of Environment (KLH), and the Indonesian Chamber of Commerce and Industry (KADIN Indonesia), and supported by Indonesia Business Council for Sustainable Development (IBCSD) and the European Business Chamber of Commerce in Indonesia (EuroCham Indonesia), which brought government, business associations and financial institutions together on private sector contributions to biodiversity conservation and on biodiversity finance.
- Progress in the harmonisation of data management systems used by BAPPENAS, KLH, and the Ministry of Finance to jointly track emission reduction and climate budget tagging in the Nationally Determined Contribution (NDC) sectors and national development plan.
- Enhancement of technical capacities of 33 local provincial government representatives on the interoperable monitoring system for emission reduction tracking in BAPPENAS, KLH, and the Ministry of Finance.
- Together with BIOFIN, the project is currently preparing the Biodiversity Finance Plan (BFP). Additional instruments and mechanisms will be integrated into the BFP: Payment for Ecosystem Services (PES) and blended finance.
- Concrete progress to support Indonesia in achieving its international commitments is reflected in:
- The submission of the Enhanced Nationally Determined Contribution (ENDC) to UNFCCC in 2022, with increased GHG emission reduction targets from 29% to 31.89% (unconditional) and from 41% to 43.20% (conditional).
- Preparation of NDC 3.0, with scenarios aligned to the Paris Agreement, including a 1.5°C-consistent pathway and the Long‑Term Strategy for Low Carbon and Climate Resilience 2050 (LTS-LCCR 2050) target. Adjustment of the NDC to meet the government’s 8% economic growth target across key sectors.
- Preparation of National Adaptation Plan (NAP).
- Preparation of the 7th National Report on Biodiversity for the period 2018-2024.
- Submission of the IBSAP 2025-2030, in alignment with the Global Biodiversity Framework (GBF). This includes the establishment of a monitoring system and the preparation of an Investment Framework for the Sustainable Management of Biodiversity Conservation. Complementary ecoregion assessments for Sumatra and Sulawesi have been finalized to support implementation at the provincial level, while similar studies for other ecoregions are currently under preparation.
- Development of guidelines for the preparation of NDC provincial plans.
- Promotion of knowledge exchange among organisations implementing IKI-funded projects in Indonesia through frequent formats and digital communication.
- Regular high-level dialogues between Indonesian and German Ministries, fostering mutual understanding on priorities and cooperation.
