This document is a guide that seeks to strengthen the management (decision-making, collaborative relationships, synergies) of local actors, mainly municipal autonomous governments and basin council leaders, to support the development of their territories considering the hydrographic basin as a planning unit, through the use of biodiversity and ecosystem services as part of a general strategy for adaptation to the effects of climate change, also providing guidance tools to develop and monitor plans and projects, accessing credit lines through the Development Bank of Ecuador.
