Developed as part of the IKI-funded ALCBT project, this report outlines critical challenges, including the lack of net-zero building guidelines, limited awareness, weak incentives, uneven implementation of ECBC and ENS, high costs of cooling technologies, poor data systems, and weak enforcement. It will serve as a baseline for policy recommendations supporting India’s transition to low-carbon buildings.
