Supporting Brazil in implementing its national agenda for adaptation to climate change (ProAdapta)
Brazil has adopted a national agenda for climate adaptation. The project contributes to its effective implementation and the main policy instruments (NDC, NAP), strengthens the coordination function of the Ministry of Environment and Climate Change and the Ministry of Science, Technology and Innovation. It also strengthens the capacities of actors in sectors, states and municipalities to implement frameworks and instruments for risk management and adaptation measures (EbA). The project promotes agreements between the private sector, subnational governments and civil society to increase climate resilience through the joint implementation of adaptation strategies. The lessons learnt from the project will be disseminated nationally and internationally. The planned GCF co-financing is intended to strengthen capacities and cooperation between municipalities, federal states and national governments as part of the AdaptaCidades (Adaptation of Cities) initiative.

State of implementation/results
- The project supports the Ministry of Environment (MMA) and the Ministry of Science, Technology and Innovation (MCTI) in the coordination of the National Adaptation Plan (NAP, Plano Clima Adaptação).
- On 30 July 2025, ANTAQ published the final publications, which include the results of a nationwide survey and a case study on the port complex and the cities of Santos and Guarujá
- The state of São Paulo’s Environment Secretariat is being supported in the preparation of the State Adaptation Plan and an e-learning course on scaling municipal climate adaptation plans is being developed, which will be available to all Brazilian municipalities from August 2025.
- As part of the "Viva Água Guanabara" movement, the project supports the "Enterprise for Territorial Climate (EPC Territorial)" initiative in Rio de Janeiro to create a multisectoral network for climate adaptation strategies. In May 2025, the network's work to date was presented and an action plan is being developed to jointly implement the adaptation measures.
- All 26 federal states have now confirmed their participation in the AdaptaCidades initiative of the Brazilian Ministry of the Environment (MMA). This is being implemented by ProAdapta in co-financing with the Green Climate Fund (GCF). 581 municipalities were selected according to technical criteria to be trained in the preparation of municipal adaptation plans.
- Since April 2025, ProAdapta has been supporting the Brazilian corporate climate adaptation reporting programme. The reporting guidelines will be developed in 2025 and the pilot phase via a digital platform is scheduled to start in 2026. Together with ANTAQ, a work plan was implemented to strengthen the climate resilience of the port and the city of Santos.
- The capacity building training for private services in the field of climate adaptation carried out by the project in early 2025 led to the formation of a network of trained professionals who support each other.
- ProAdapta supported the meeting of the Management Committee of the Resilient Green Cities Programme (PCVR) in July 2025, where the AdaptaCidades initiative was presented as a means of implementing climate adaptation in cities.
