IKI work priorities in line with the results of the CBD COP 16
In 2024, the International Climate Initiative (IKI) worked on important topics that were also the focus of the CBD COP 16.
At the CBD COP 16 in Cali, Colombia, key decisions were made on the implementation of the Kunming-Montreal Global Biodiversity Framework (GBF). The IKI's work priorities for 2024 are already helping to achieve the agreed goals.
Mainstreaming biodiversity
One decision made was to interlink nature conservation and climate action more closely, thus improving cooperation at policy, planning and implementation level to combat both existence-threatening crises. This is a success for the German government, which has actively campaigned to achieve this goal. Thus, better use of synergies between the implementation of National Biodiversity Strategies and Action Plans (NBSAPs) and Nationally Determined Contributions (NDCs) is envisaged in future.
Further cooperation between the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) and the Intergovernmental Panel on Climate Change (IPCC) is also welcomed. This interlinking of biodiversity and climate action offers numerous synergy effects, which the IKI has already been realising for many years with its funding projects. The IKI ministries also anchored the mainstreaming of biodiversity as a prioritised field of action within the IKI strategy.

Strengthening the role of indigenous peoples and local communities in biodiversity conservation
The CBD COP 16 in Cali strengthened the role of indigenous peoples and local communities (IPLCs) in biodiversity conservation. An ad hoc working group for IPLCs was made permanent to ensure continued participation in the convention. A new work programme lasting until 2030 promotes traditional knowledge and envisages the participation of IPLCs at all levels. Guidelines are being developed to set the legal framework for conservation area objectives and to improve access to financial resources for IPLCs.
The Global Support Initiative for territories protected by IPLCs (ICCA-GSI) has received IKI support since 2014. It is dedicated to identifying IPLCs, their rights and their contribution to biodiversity conservation and is supported by two IKI projects. One of these projects entered the implementation phase at the end of 2024, while the other entered the final phase. By means of the new project, the IKI supports the conservation of 30 percent of land and marine areas by 2030 and the full, equal, inclusive, effective and gender-just representation of IPLCs and their participation in decision-making processes. The project also improves direct access to financing and provides funds for small-scale projects. Both projects have a total volume of 49 million euros.
The IKI also staged a networking evening as a side event of the CBD COP 16 in the Cali Botanical Gardens. The discussions focussed on practical approaches for inclusion and just participation in biodiversity conservation. Participants at the network evening emphasised the significance of self-organised biodiversity monitoring in areas managed by IPLCs in order to strengthen internal organisation, political communication and national recognition.
As part of the 2023 thematic call (call conclusion 2024), the IKI is funding the thematic focus “Diverse, cultural world views in just protection approaches”. A project outline for a project in Colombia and Peru was asked to prepare a detailed project proposal at the end of 2024. In the 2024 thematic call, the IKI is searching for project ideas for the thematic focus “From Blue Carbon to Blue Value – locally guided approaches for coastal marine ecosystem services”.

Strengthening National Biodiversity Strategies and Action Plans
National Biodiversity Strategies and Action Plans (NBSAPs) are the central political instrument for implementing the GBF targets. The IKI-funded NBSAP Accelerator Partnership provides technical, financial and political support to member countries to accelerate and expand NBSAP implementation. Through the IKI, Germany initiated the central matchmaking mechanism of the partnership at the CBD COP 16. The support is being provided in the form of a non-competitive fund contribution with a total volume of 19.5 million euros.
