Strengthening civil society in the implementation of national climate policies in Georgia, Colombia and Ukraine
The participation of stakeholders from civil society in defining more ambitious NDCs is necessary to improve strategies and to implement them in a transparent and participatory way. However, these stakeholders usually lack the resources to influence the implementation and improvement of NDCs. The project strengthens the stakeholders’ capacity to articulate and introduce their climate policy demands in the NDC implementation process. In the partner countries, the project supports selected organisations and groups to participate in climate mitigation plans, the drafting of climate-relevant laws for NDC implementation, and the discussion on ambitious climate policy. The project also wants to lay the foundations for the regular and systematic engagement of civil society in climate policy issues in the partner countries and to institutionalise the dialogue between decision-makers and other stakeholders.

State of implementation/results
- In May 2023, BUND held a presentation on the paper “Don’t bypass people - Tracing the NDCs to (local) climate action”, which was published in the summer. The paper is based on ten studies that were carried out as part of the project in five countries (Republic of Moldova, Kazakhstan, Costa Rica, Chile and Argentina). The studies (www.ufu.de/… English and some national languages) examined the implementation of NDCs at the national, regional and local levels as well as reporting and the participation of civil society.
- In the podcast series “[Insert solutions here]. Climate meets Democracy”, guests from science and practice from different regions of the world talk about ideas and solutions that actively address the climate crisis and promote democratic principles. With a view to the fundamentals of good participation in the development and implementation of climate policy, the focus is on questions of justice, the role of protests, trade unions, citizens’ assemblies, lobbying and international agreements ( www.ufu.de/… English).
Georgia:
- Green Alternative commented on the capital's Sustainability Urban Mobility Plan (SUMP).
- 10/2023 Opinion on the updated Climate Action Plan (CAP) 2024-2025 published.
- 03/2024 Recommendations on the Air Quality Management Plan in the Tbilisi metropolitan area.
Colombia:
- Censat Agua Viva, together with the Heinrich Böll Foundation, Climate Tracker and the University of Manizales, conducted a second course for journalists and citizens in different cities on the topic of loss and damage. Dialogues on the concept of "loss and damage" were published as podcasts (open.spotify.com/… Spanish).
- The implementation of the transmedia project "Somos Tierra" (somostierra.info Spanish) at the Bogotá Book Fair involved people who normally have little contact with climate debates. Audiovisual presentations demonstrated alternative of living and doing business.
- On August 29, 2023, the first summit against fracking and unconventional oil fields took place, organized by the Alianza Colombia Libre de Fracking, the results of which were subsequently presented to the House of Representatives by, among others, the Colombian Environment Minister Susana Muhamad.
- Here you can find videos produced by Censat Agua Viva on the Just Energy Transition (JET) and community energy (part 1 www.youtube.com/… and part 2 www.youtube.com/…;t=185s Spanish) - In 11/2023 the 3rd issue of the magazine Voces por el clima (Voices for the Climate censat.org/… Spanish) was published. The Permanent Council for a Just Energy Transition (Cptej), co-created by the partner organization Censat Agua Viva, has submitted its recommendations to the government on the planned roadmap for the energy transition. Its analysis of gas and hydrocarbon reserves was included in the roadmap.
Ukraine:
- Comments on the implementation of the EU reform in the field of environment, climate change and energy ( en.ecoaction.org.ua/… English)
- Comments on the revised draft regulation "On approval of the Action Plan ( ecoaction.org.ua/… Ukrainian) for the implementation of the updated NDC of Ukraine to the Paris Agreement for the period up to 2030".
- Proposals for an inventory of anthropogenic emissions and absorptions of greenhouse gases by sinks ecoaction.org.ua/… (Ukrainian) in Ukraine.
- Ecoaction organised two information tours ( en.ecoaction.org.ua/… ) for journalists and representatives of non-governmental organisations to explain the importance of green reconstruction in Ukraine.
- Four NGOs ( en.ecoaction.org.ua/… ) finalized recommendations for green reconstruction actions in local communities, taking into account adaptation measures
- Two analyses were completed: “The impact of Russia’s war against Ukraine on the state of country’s soil: Analysis results” (en.ecoaction.org.ua/… ) and “Climate damage caused by Russia’s war in Ukraine” ( en.ecoaction.org.ua/… ).
- Since 10/2023, Ecoaction organized twelve in-person and online events attended by 786 people from non-governmental organizations, local and national authorities, journalists, activists and scientists.
- Since 10/2023, almost 60,000 people have been reached via social media channels.
