This paper conceptualizes adaptation and mitigation action as intrinsically linked, building on the “Resilience Gap Model” to focus on peoples’ resilience to the impacts of climate change. It aims to provide a conceptual point of departure for policymakers, donors and project implementers alike to contemplate on how climate action can become an integrated part of a holistic, multi-benefit development agenda.
