Multilateral agendas require local involvement to be successful. Incorporating indigenous peoples' and local communities' views is crucial for initiatives to be effective. Transformative action requires reorganising governance, with local actors promoting change. Meaningful inclusion of local stakeholders is vital for joint climate and biodiversity goals, achieved through multi-level coordination. Devolution of power brings benefits but requires capacity-building for effective resource management.
